  1. Project Context and Scope:

Building resilience and increased local stability requires a bottom-up effort made up of informed and solid plans that lay the foundations for a structured and coordinated recovery process that minimises conflict risk and strengthens the preventative factors existing at the local level. Over 1000 days after the full-scale invasion of Ukraine by the Russian Federation, people in Ukraine continue to be exposed to high risks, with military operations persisting, particularly in the north, east and south of the country. The Office of the United Nations High Commissioner for Human Rights (OHCHR) has recorded 36,357 civilian casualties since the escalation of the Russian offensive, of which 11,743 were killed (October 2024)[1]. The unpredictable security situation, coupled with depleting financial resources and continued mass population mobility, including internal displacement, estimated at 3.56 million people in October 2024, and 4.3 million returnees[2] have left Ukraine in continued need of multi-sectoral and continued support. In this context, communities' abilities to identify, respond to, and manage localised conflicts stem from a volatile context. IOM works closely with the Hromadas through an inclusive, participatory process to identify issues and tailor programme responses to the main localised problems affecting people, such as reintegration or gender inequality, while harnessing contextual opportunities for cohesion building, conflict mitigation and development.

IOM Ukraine's Transition and Recovery Unit works at multiple levels to assist the government in addressing the policy, institutional, and operational needs. By combining efforts made at the central level, IOM aims to prepare and support communities to manage the adverse effects of the war by working closely with communities to identify areas of concern or tensions and aspects of community structures that are working for increased stability and cohesion. The process promotes community ownership, strengthens abilities to manage shocks and crises and identifies short- and long-term actions to enhance people's resilience and support institutions and systems that contribute to their stability and sense of security. To reinforce this process IOM is looking for two national consultants to support with conflict analysis, facilitation support for a training of trainers (ToT) and assistance in development of community plans for conflict mitigation and prevention.
