Створена у 2007 році істориком Патріком Вейлем, організація Bibliotheques Sans Frontieres (Бібліотеки без кордонів, BSF) надає вразливим групам населення доступ до інформації, освіти та культури, допомагаючи їм діяти та будувати своє майбутнє. Організація реалізує свої інклюзивні та інноваційні проєкти у близько 30 країнах світу, щоб допомогти людям, які постраждали від криз та нестабільності, навчатися, розвиватися та знаходити нові можливості.

КОНТЕКСТ ВАКАНСІЇ

З моменту свого створення BSF розробляє інноваційні інструменти для розширення доступу до освіти, інформації, підвищення обізнаності, стійкості та культурного розвитку для всіх. Щороку проєкти BSF охоплюють майже 500 000 осіб у 25 країнах.

Після запуску мобільної медіатеки Ideas Box (створеної у співпраці з Філіпом Старком та відзначеної премією Google Impact Challenge у 2015 році), офлайн-цифрових бібліотек Ideas Cube та мікро-SD карт Kajou (що забезпечують доступ до освітніх ресурсів у регіонах з обмеженим інтернетом та отримали премію MIT Solve у 2021 році), BSF продовжує розробляти рішення у сфері штучного інтелекту.

Через ініціативу Ideas AI BSF звертає увагу на ризик того, що штучний інтелект може стати розкішшю, недоступною для найбільш вразливих верств населення, та виступає за відкритий, адаптивний та мовно інклюзивний AI.

На основі цього бачення BSF, стартап Pleias та Фонд доктора Деніса Муквеге об'єднали зусилля для створення першого AI-рішення для боротьби із сексуальним насильством, пов’язаним із конфліктами (CRSV). Проєкт, що фінансується Центром кризового реагування, спрямований на розробку AI-рішення для боротьби з насильством у ДР Конго, Нігерії та Україні, а також на посилення спроможності державних та громадянських організацій у дотриманні міжнародних стандартів у цій сфері.

Для реалізації цього проєкту BSF шукає Проєктного Координатора в Україні.

ПОЗИЦІЯ У СТРУКТУРІ ОРГАНІЗАЦІЇ

Проєктний координатор в Україні працюватиме під безпосереднім керівництвом Програмного Координатора та у тісній співпраці з менеджером проєкту в штаб-квартирі BSF.

ОСНОВНІ ОБОВ'ЯЗКИ1. Забезпечення ефективної реалізації проєктів BSF

• Разом із Програмним Координатором (PC), Керівником Регіону (CR), Менеджером проєкту (PM) та командами BSF в інших країнах забезпечувати ефективне виконання проєктних активностей в Україні.
• Проводити польові візити до регіонів, де реалізується проєкт, для моніторингу впровадження активностей.
• Відстежувати документи проєкту та бюджет, своєчасно надавати звіти про його виконання.
• Координувати збір, аналіз та архівування проєктних даних.
• Забезпечувати взаємодію із підтримуючими підрозділами (логістика, фінанси) для вчасного виконання активностей.
• Брати участь у зустрічах партнерів, кластерів та інших координаційних платформах.
• Взаємодіяти із ключовими зацікавленими сторонами проєкту.
• Виконувати додаткові обов'язки за необхідності.

2. Розвиток теми CRSV та перспективи масштабування проєкту

• Здійснювати аналіз потенційних донорів та партнерів у сфері боротьби з CRSV.
• Представляти BSF у взаємодії з донорами та партнерами в Україні.
• Брати участь у конференціях, симпозіумах та інших заходах, що стосуються теми CRSV та технологій.
• Надавати керівництву регулярні оновлення щодо можливостей розширення проєкту.

Протягом реалізації проєкту можуть виникати додаткові завдання, які узгоджуватимуться із керівництвом.

КВАЛІФІКАЦІЯ ТА НАВИЧКИОбов’язкові вимоги:

• Досвід роботи у сфері захисту прав людини, гендерної рівності, GBV, SGBV або CRSV.
• Ґрунтовні знання управління проєктним циклом та бюджетами.
• Здатність працювати з технологічними та цифровими рішеннями.
• Досвід роботи в міжнародних НУО або на аналогічній посаді.
• Відмінні комунікативні навички, дипломатичність, здатність вести переговори.
• Гнучкість, організованість та вміння працювати самостійно.
• Вільне володіння англійською мовою (робоча мова).
• Готовність до відряджень у межах України.

Бажані навички:

• Знання української мови або інших мов, поширених в Україні.

POSITION BACKGROUND 

Since its creation, the NGO Libraries Without Borders has been developing innovative tools to enhanceaccess to education, information, awareness- raising, resilience, recovery, strengthen the capacities  and culture for all. BSF projects reach nearly 500,000 people per year in 25 countries. After the Ideas Box mobile media library, created with Philippe Starck (2015 Google Impact Challenge award), the Ideas Cube nano-servers, offline digital libraries deployed in hundreds of schools and health centers around the world, LWB created in 2020 the Kajou micro-SD cards, which change the lives of thousands of students and professionals in countries where internet access is limited (2021 MIT Solve award). 

Through its artificial intelligence initiative "Ideas AI", BSF warns in particular of the risk that artificial intelligence will become a luxury beyond the reach of the most modest, and advocates for an open, frugal AI adapted to linguistic diversity. Ideas AI aims to mobilize the potential of AI in constrained environments and humanitarian emergencies and to quickly offer AI devices that can be used in the field. 

Building on this shared vision of what AI could be, BSF, the start-up Pleias and the Dr. Denis Mukwege Foundation are joining forces to produce the first concrete application of an initiative in the field of combating conflict-related sexual violence (CRSV). Funded by the Crisis and Support Center, the project aims to develop an artificial intelligence solution to combat violence adapted to the contexts of the DRC, Nigeria and Ukraine as well as to strengthen the capacities of state actors and civil society to respect and promote the legal obligations regarding sexual violence in conflict in these three countries by relying on the resources of the Guidebook created by the Mukwege Foundation. This guide brings together applicable international law and standards related to CRSV in order to inform States of their current obligations in a comprehensive manner. It aims to address the awareness gap and provide States with an accessible and easy-to-use tool to ensure that they meet their obligations to prevent, stop, and respond to CRSV under international law. It is also intended to serve as an advocacy tool for survivors' groups, civil society organizations and NGOs. 

The project officer will be responsible for ensuring the proper implementation and supporting coordination of the project in close collaboration with the  partners. 

POSITIONING IN THE ORGANIZATIONAL CHART 

The Ukraine Project Officer will be under the direct supervision of the Programme Coordinator and will work closely with the Project Manager of the project at the HQ  

MAIN MISSIONS 

The Project Officer will be responsible for the following: 

1. Ensure smooth implementation of the BSF projects  within their area of expertise and responsibility  

- In conjunction with the PC, CR, PM ,HQ teams and the PO in the other countries of intervention, ensure the smooth running of the planned activities in Ukraine; 

- Carry out regular field visits to the areas of intervention in order to ensure  the proper implementation of the project; 

- Track  all project related documents and roject budget in line with the logframe and project financial documents.Provide regular projections to PC/PM on logframe and budget. Report progress on a timely manner. 

- Track project related data collection tools on field level and ensure fully archiving of the project documents in BSF system.  Ensure PMTs are up to date and the planned activities are well reflected during the implementation 

- Provide regular information of the BSF departments involved at the head office level Ensure coordination with support units such as logistic, finance to deliver the activities on time 

- Participation in partnership meetings, clusters and/or any other platform relevant to the project  in coordination with PC/PM; 

- Regular follow-up with the various stakeholders and stakeholders of the project including the teams in the field 

-Perform other duties once needed and requested. 

   

2. Promote the development of the CRSV & AI theme and the potential scaling up of the project 

- Carry out a mapping of donors and partners who can collaborate with BSF on the theme; 

- Represent BSF with these potential donors and partners in Ukraine in coordination with PC/PM; 

- Participate in events, symposia, conferences and other relevant spaces in line with the area of expertise and BSF projects   

- Provide regular feedbacks and information to managers to expand coverage areas for future programs 

Other tasks related to the implementation of the project may emerge during the duration of the contract. 

QUALITIES AND SKILLS  

Required experience and skills: 

- Experience and demonstrated expertise on the topic of conflict-related sexual violence, GBV, SGBV, protection, gender studies; 

- Solid knowledge and mastery of all stages of the project cycle as well as budget management; 

- Appetite for working on artificial intelligence and ease with topics related to technology and digital technology; 

- Experience in international NGOs or in a similar position 

- Ability to represent BSF to different stakeholders with communication skills, including excellent diplomatic skills and the ability to influence and negotiate; 

- Flexibility, adaptability and proven experience in problem solving, with the ability to manage a wide range of themes from macro to micro and prioritize; 

- Organized and reliable, with the ability to work independently; 

- Interest in and adherence to BSF's values, mission and mandate; 

- Fluent English is mandatory (read, spoken, written) (main language of work with the members of the consortium);  

- Availability to travel to the field on a regular basis. 

The following will be considered an asset: 

- Ukranian and all other spoken/written languages in Ukraine will be considered as an asset. 

MODALITIES 

·      Start date: 20February 2025 

·      Type of contract: Civil Law Agreement - might evolve to Fixed-term contract under Ukrainian law 

·      Duration: 3 months services contract, shift to HR contract until 30/11/2025 

·      Gross monthly salary: in line with BSF salary grades for local positions 

·      Place of work: based at BSF's office in Kyiv, Ukraine  

• Travel: Depending on the security situation, this consultancy will require traveling to sites around Ukraine to visit partners, asses their programs, and conduct trainings and capitalization and learning events.  

• This call for consultancy is only open to Ukrainian nationals or to permanent residents.
