Partnerships and Grants Officer
During the course of 2024, Ukrainian authorities have announced mandatory evacuations due to intensified offensives by the Russian Armed Forces, including shelling and aerial attacks against frontline settlements. The Kharkiv region continues to endure daily shelling. More than 150 strikes are recorded daily in Sumska oblast, while hostilities in Donetska have prompted one of the largest waves of internal displacement in Ukraine since 2022. The ongoing conflict has displaced tens of thousands of people, with over 15,000 civilians still in Pokrovsk, a city less than 10 kilometers from the frontline. These civilians face immediate threats from advancing forces, and without coordinated evacuation efforts, their safety is at severe risk. This trend is expected to continue as hostilities escalate in the foreseeable future. As per UN OCHA Protection Cluster partners’ assessments, over 300,000 people in frontline regions remain in need of transportation and basic services support. Despite a growing need, financial resources for local Non-Governmental Organizations or Civil Society Organizations supporting evacuation operations are dwindling, creating a dangerous disconnect with the urgency of the situation.
The “Emergency Assistance and Support to Evacuations” (EASE) Project, coordinated by Team4UA, adopts a holistic approach to fill existing gaps in the evacuation from conflict zones along Ukraine's frontline areas to IDPs relocation in safer reception regions. This project ensures that civilians from high-risk areas are safely transported to secure locations, offering not only physical evacuation but also essential support services and temporary accommodation during and after the evacuation process.
To address this, our project is built upon the TERA Consortium with only National NGOs led by the Charitable Organization “Charity Fund “Team4UA” with the Charitable Organization “East SOS” as lead associate, including the Charitable Organizations “Relief Coordination Center” and “Angels of Salvation” as members. Local NNGOs/CSOs will be integrated as Consortium partners selected through a transparent process endorsed by the Consortium members, the UN OCHA Protection and CCCM Clusters followed by a capacity development phase. This consortium will provide a structured, scalable solution that aligns evacuation efforts with the realities of daily operations on the ground, ensuring more efficient, safe and dignified targeted assistance prioritizing vulnerable people in need.
Team4UA Description
Founded in March 2022, Team4UA is a Ukrainian charity organization with experience in effective emergency relief, recovery and innovative reconstruction projects in partnership with UN agencies (WFP, UNICEF) and INGOs or philanthropic foundations (Mercy Corps, TED). Of the 2.3 million beneficiaries covered by humanitarian aid since March 2022, Team4UA has implemented other projects, such as the construction of a public school in Lviv using 3D concrete printing technology. Former technology entrepreneurs have combined their knowledge and experience to lead Team4UA, applying an innovative approach to solving the most important and long-term needs. Team4UA has considerable experience in the implementation of projects in the frontline regions of Ukraine or in territories heavily affected by hostilities, for example, on the border with the Russian Federation. Since the beginning of the full-scale invasion of Ukraine, we have been covering the most difficult-to-access areas or those with a concentration of people in need of assistance due to internal displacement or return. Team4UA teams are active from Lviv for administrative and financial support, Kyiv with the headquarters and Dnipro for operations, monitoring and evaluations activities.
General Position Summary
Under the direct supervision of the Head of Programmes and with involvement of the Director, the Partnerships and Grants Officer is a strategic and key position for Team4UA and TERA Consortium. The Partnerships and Grants Officer liaise Team4UA with partners, UN agencies, Donors, OCHA Clusters or any other relevant external stakeholders. The Partnerships and Grants Officer works closely with the Head of Programmes to develop clear and impactful project proposals for donors or funding partners. As a critical member of the Programmes Department, the Partnerships and Grants Officer shall support Team4UA strategy development in alignment with donors’ priorities through active information seeking and participation in various meetings and events organized by International organizations, NGOs or others. In connection with the “Emergency Assistance and Support to Evacuations” (EASE) project, the Partnerships and Grants Officer will explore opportunities to develop the TERA Consortium scope with new or extended projects and activities.
Job Responsibilities
Partners Liaison: Communicate with Team4UA local partners and TERA Consortium members to collect information about their priorities, capacities or challenges faced for the potential development of joint projects or evolutions of current Team4UA activities.
Localization Activities: Contribute to the development and processes of TERA Consortium Expressions of Interest to select CSO and NNGOs as local partners.
Information Tracking: Seek relevant information from open sources (reports, news, stakeholders’ posts and articles) to enhance Team4UA programming orientations and project proposals as needs-driven and community-based.
Authorities Liaison: Support in the coordination with local, regional and/or national authorities to ensure program development alignment with public or governmental programs.
Opportunities Mapping: Monitor potential grants proposals newly advertised by Institutional Donors, UN agencies, INGOs, Philanthropic Foundations or other relevant stakeholders aligned with Team4UA programming priorities and mandate while maintaining the internal Grant management database up-to-date.
Program Development: Ensure high-quality project proposals addressed to potential funding partners and/or Donors with the preparation, design and writing of concept notes, narratives, workplans, presentations or other relevant documents under the supervision of the Head of Programmes.
Coordination Mechanisms: Participate in relevant meetings, working groups, task forces from the Humanitarian NGO Platforms in Ukraine, UA CSO Alliance OCHA Clusters and TERA Consortium member to share information internally to Team4UA or externally about Team4UA activities or priorities.
Stakeholders Engagement: Represent Team4UA and TERA Consortium in events involving the humanitarian community of INGOS, NNGOs, International Organizations (UN agencies, UHF…) and Donors (USAID, FCDO, Embassies…) in Ukraine and potentially through occasional business trips abroad.
Departmental Collaboration: Support the Head of Programmes or its Deputy in tasks related to Partnerships management and/or Program development.
Knowledge and Experience
Diploma or University degree in international studies, economy, humanitarian affairs or relevant field required.
Two to three years of progressive business development and/or grant management experience in an organization of regional or national scale required.
Experience working on projects with institutional donors (USAID, ECHO, FCDO etc.) and/or UN agencies is a valuable asset.
Knowledge about the Humanitarian sector and principles is required.
Capacity to collaborate with multiple stakeholders in different geographic locations is preferred.
Demonstrating a good writing skill is required.
Clear interest in International relations, geopolitics or global economy is an asset.
Ability to work in autonomy with strong interpersonal communication skills.
Familiarity with the MS Office software (Word, Excel and PowerPoint).
Strong fluency in both English and Ukrainian verbal and written communication.
Analytical, organizational and prioritization skills necessary.
Living Conditions
The position will be based in Kyiv. Business trips will be required with up to 15% of working time in other locations (Dnipro).
Team4UA team members represent the organization both during and outside work hours when deployed on a business trip. Team members are expected to conduct themselves in a professional manner and respect Ukrainian laws, customs and Team4UA’s policies, procedures, and values at all times.
