BACKGROUND  

OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disaster.

OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

The Ukraine Humanitarian Fund (UHF) is a country-based pooled fund intended to support coordinated humanitarian action, in line with the Humanitarian Response Plan, and to address some of the most critical needs, which are of strategic priority and which would otherwise go unfunded.

The UHF allows donors to pool their contributions into single, unearmarked funds to support local humanitarian efforts, which will, in turn, not only enable a coordinated, flexible and inclusive humanitarian response, but also strategically maximise available resources.

The position of Assistant Program Officer (Compliance and Oversight) is based in Kyiv, Ukraine. Under the overall supervision of the Humanitarian Affairs Officer / Head of Humanitarian Financing Unit, the incumbent reports to the UHF Compliance Officer.

Duties and Responsibilities   

Under the overall guidance of the OCHA Head of Office and under the direct supervision of the Pooled Fund Manager, the incumbent will be expected to be able to perform the following, prioritized according to operational requirements:

Summary of key functions:

  • Supporting the on-boarding of UHF partners 
  • Technical support to UHF partners and key stakeholders (clusters, implementing partners, potential partners)
  • Support Project monitoring

Managing the on-boarding of UHF partners:

  • In close coordination with the entire Humanitarian Financing Unit, receive and review UHF partnership applications and provide feedback as per UHF unit strategy for on-boarding new partners.
  • In collaboration with the Compliance Officer, train potential partners on UHF partnership registration processes and required documentation including how to use the on-line Grant Management System (OneGMS) to upload documents.
  • In collaboration with the Compliance Officer, train potential partners on submission of good quality policies and standard operating procedures that meet UHF assurance requirements and in particular ensure that all potential partners being considered for on-boarding fulfil all the UHF requirements to avoid being excluded from partnering on technical gaps. 
  • Support Capacity Assessment for UHF potential partners.
  • Monitor and timely respond to partners questions on the UHF unit shared email address, referring queries beyond Compliance to the relevant pillars.
  • Support Compliance Officer to develop new partnerships drive and liaise with Finance and Program pillars of the UHF to coordinate final stages of Capacity Assessment for new partners.

Technical support to UHF partners and key stakeholders (clusters, implementing partners, potential partners) in the area of compliance and risk management

  • Maintains UHF partnership matrices including analysis of grants history and other important milestones.
  • Support registration of Cluster Coordinators on OneGMS.
  • Respond to partners requests to update their information any time there is a change in an individual partner’s leadership or banking information or any other relevant information that could impact the grant management process.
  • Review UHF partners documents that are uploaded on GMS to ensure they comply to UHF requirements.
  • Support funds allocation process by participating in proposal review during funds allocation process by taking part in the technical and strategic review.

Monitoring and Evaluation

  • Support program officers to monitor the progress and effect of the UHF-funded projects and their coherence with the cluster response plans as defined in the current HRP;
  • Support partners to prepare documenation and site visit for project monitoring, evaluations and audits and donor missions as part of fulfilment partners accountability to the UHF and its donors. 
  • Provide technical support to Clusters in the identification of good practices and lessons learned among current cluster partner programming and monitoring methodologies used by the Clusters;
  • Provide technical support/guidance to Clusters in monitoring and reporting responsibilities ensuring coherence with existing reporting requirements.
  • Supports Programme Officers to maintain strong working relationships with key actors in other agencies dealing with the UHF funded projects.

Other

  • Coordinate with other members of the UHF team, and with other units of OCHA, to perform additional Fund Administration. 

Qualifications 

  • Master's degree or equivalent in political science, social science, public administration, international studies, economics, statistics, project management or a related field or related field is required.
  • Bachelor`s degree with two (2) additional years of relevant experience can be accepted in lieu of Master’s degree.

Experience 

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in project design, management, implementation or monitoring and evaluation, humanitarian affairs, development or other related area is required;
  • Experiencing in processing eligibility of new partners is desirable;
  • Experience in data management applications is desirable;
  • Experience in project administration, monitoring and evaluation is desirable;
  • Experience working within the UN Common System or other comparable international organization is an advantage. 

Language Requirements

  • Fluency in English and Ukrainian (written and spoken) is required.
