Country Strategy Development Facilitator CORE Ukraine

CORE Community Organised Relief Effort in Ukraine is seeking a consultant facilitator to support their country strategy planning development process for 20 person days during the period January to March 2025. Working in close collaboration with CORE’s senior leadership and MEAL team in Ukraine the consultant facilitator will design, lead and coordinate the strategy planning process including online and in-person strategy design workshops, the correlation of supporting evidence and the production of a draft and final country strategy plan documents.  

Deliverables

1. Based on CORE’s outline strategy planning process note produce a detailed inception process plan and timeline.
   
   
2. Plan, coordinate and facilitate an online kick-off strategy planning meeting and a series of strategy development meetings commencing late January 2025. 
   
   
3. Working closely with CORE’s MEAL team conduct key stakeholder consultations to support CORE’s strategy development: e.g. beneficiary survey; interviews with local government, cluster leads, peer organizations, partner organizations; survey and interviews with CORE team members. 
   
   
4. Correlate strategy supporting evidence from CORE’s assessment activities and from third parties.
   
   
5. Plan, coordinate and facilitate a residential / in-person workshop of up to 5 days in March 2025 to finalize and validate the strategy plan. This workshop may also include training and team building elements TBC.
   
   
6. Produce draft and final strategy plans.

Person Specification

 

1. Experience of designing and supporting strategy planning processes in the humanitarian / development sector.
   
   
2. Strong group planning facilitation and coordination skills.
   
   
3. Good knowledge of Ukraine’s current humanitarian and development context.
   
   
4. Strong strategy report writing skills.
   
   
5. Ukrainian national resident in Ukraine and able to travel within country.
   
   
6. Verbal and written fluency in Ukrainian and English.
