DURATION 

3 months

 Background

CESVI began its operations in Ukraine in 2022, providing humanitarian aid in response to the early stages of the war, with a significant presence in Bucha. Following the full-scale invasion, CESVI expanded its operations to multiple oblasts including Donetsk, Kharkiv, Kherson, Khmelnytsky, Kyiv, Mykolaiv, Poltava, Ternopil, Sumy, and Zaporizhzhia. Our comprehensive approach addresses the multifaceted needs of war-affected populations through psychosocial support, education, food distribution, protection, financial aid, and health services.

The ongoing conflict in Ukraine has profoundly affected the mental health of its population, with widespread exposure to trauma, displacement, and the breakdown of social and health support systems. Individuals with mental disorders are particularly vulnerable due to the lack of adequate rehabilitation, inclusion programs, and community-based support. The war has amplified the need to enhance mental health and psychosocial support (MHPSS) services, particularly for marginalized groups such as individuals living with psychiatric conditions. These challenges highlight the need for systemic reforms that are grounded in evidence-based practices and human rights.

Purpose of the role

CESVI’s strategic investment in MHPSS in Ukraine underscores our commitment to fostering long-term sustainability and recovery. By addressing both immediate and systemic needs, we aim to significantly enhance the well-being and resilience of individuals and communities affected by the conflict. Our approach is comprehensive, community-driven, and aligned with both national priorities and international best practices.

RESPONSIBILITIES AND DUTIES

  • Provide MHPSS technical guidance on the implementation of CESVI’s response in Ukraine in respect of the IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards as well as WHO recommendation for MHPSS Quality Standards. 
  • Provide inputs, support and coordinate as requested and needed a 4th level of advanced intervention (IASC MHPSS Pyramid) for psychiatric care and for a care for caregivers support intervention.
  • Provide technical support on developing and reviewing needed program materials and tools, and provide training for the staff involved in MHPSS activities on the implication of the tools. 
  • Provide supervision of the psychologists involved in the MHPSS program implementation 
  • Support the development of referral pathways to strengthen links to available services for MHPSS
  • Represent CESVI and proactively engage in MHPSS technical working group meetings with the relevant cluster in the National Level
  • Provide updates on national law guidance and Governmental initiatives on Mental Health
  • Support the elaboration of the tools required for assessing the MHPSS needs in the country 
  • Conduct desk reviews and provide inputs for developing new project proposals
  • Support when required the Technical Advisory Services Unit in HQ with inputs and background information on Mental Health in Ukraine 
  • Participate in working groups for proposal development
  • Perform any other duties as may be assigned. 


Expected Deliverables

  • Provide supervision of CESVI Psychologist on a monthly- basis  
  • Develop, Revise and/or design CESVI’s MHPSS tools in coordination with the Technical Advisory Services Unit in HQ 
  • Provide monthly updates on national law guidance and Governmental initiatives on Mental Health to CESVI Kyiv and the Technical Advisory Services Unit in HQ 
  • Provide updates on each MHPSS working group meeting
  • Provide desk reviews, and inputs for developing new project proposals when occur. 
  • Provide reports for the ongoing projects on MHPSS activities 
  • Coordinate with technical counterparts involved in the programs to ensure smooth implementation, a good level of acceptance as well as high-quality service delivery.

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Advanced degree in psychology 
  • Minimum of three years of clinical practice and or in institutional psychiatric care
  • Minimum of one year experience in the humanitarian sector in equivalent position including experience in conflict or post-conflict settings.
  • Demonstrated experience in conducting needs assessments and program planning.
  • Excellent communication and representation skills, with experience engaging with clusters and coordination mechanisms.
  • Fluency in English (mandatory); knowledge of Ukrainian or Russian is an asset.
  • Proficient in English and Ukrainian language is required. 
  • Registration as a Private Entrepreneur is desirable.

Conditions

  • Duration: The consultancy will last for 3 months, with a possibility of extension based on performance and funding.
  • Location: Based in Ukraine with frequent field travel to CESVI operational areas.
  • Remuneration: Competitive daily rate, commensurate with experience.
  • Reporting: The consultant will report to the Head of Mission and work in close collaboration with the Technical Advisory Services Unit in HQ
