About PIN Ukraine:

People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.

General information about the role of the person: 

The Head of Partnership unit (PU) leads the organization’s engagement with civil society and partner organizations to achieve PIN’s localisation agenda in Ukraine. The position works closely with NGOs and civil society organizations (CSOs) on delivering effective humanitarian, recovery, and development assistance, as well as strengthening technical and organizational capacities. The role includes partner mapping and the use of innovative approaches to capacity strengthening, ensuring that partnerships align with and are integrated into PIN’s Country Programme strategy. The Head of PU spearheads the development of PIN’s Partnership Strategy and coordinates advocacy efforts promoting locally-led responses. The incumbent manages the PU and collaborates with relevant PIN departments to enhance the quality of local partnerships. S/he develops necessary tools and guidelines, ensuring compliance with PIN’s key frameworks and values.

Main duties and responsibilities: 

Management of the PU

  • Manage PU staff, set priorities, and conduct regular evaluations.
  • Establish mechanisms to ensure effective functioning of the PU.
  • Organize and lead weekly unit coordination meetings.
  • Coordinate information sharing and task alignment within the PU.
  • Oversee knowledge management and document archiving.

Strategy Design and Tools Development

  • Lead the development/review and operationalization of the Partnership Strategy.
  • Develop and maintain templates, guidance, and tools for partners management.
  • Regularly review and simplify existing tools in response to contextual changes.
  • Collaborate with Programme Quality (PQ) department to enhance tools for implementation and monitoring.
  • Roll out updated tools and provide training and feedback mechanisms for procedural improvement.
  • Ensure PIN’s existing partnership tools and policies are used in a systematic way.  

Relationship Building, Partner Identification and Maintenance

  • Oversee mapping of organizations (including I/NGOs, local institutions, government bodies) whose programmes are in line with/may support PIN CP strategy; monitor and assess/identify relevant partnership opportunities and work with PID, Area Managers (AMs), Technical Leads and Coordinators to develop new/strengthen existing partnerships. Engage with civil society actors and monitor the context to identify new partnerships.
  • Develop Calls for Proposals and grants programmes to identify new partners.
  • Build networks through participation in relevant forums and meetings.
  • Represent PIN in external platforms to ensure visibility and networking. 

Partners Management

  • Develop guidance, tools and processes for effective partnership management.
  • Ensure that administrative processes and procedures related to partnerships and sub-grants are standardized and consistently implemented throughout the programme.
  • Ensure partners follow a thorough, consistent and transparent selection process (compliance check, review of programme approach, implementation quality, etc).
  • Oversee due diligence processes (E-PAT, PAT), including review of key policies and processes (e.g. safeguarding, code of conduct, protection and gender mainstreaming, finance, procurement, etc.). This should highlight areas in need of support and development.
  • During proposal development, collaborate closely with Grants and Reporting unit to engage partners in programme planning and design. Support AMs to work with partners on programme planning and design where appropriate.
  • Oversee that contractual agreements with partners are established without delays. With assigned focal points, ensure that kick-off meetings are conducted in a timely manner (the role and responsibilities of the PU will depend on the nature/funding of the project).
  • During implementation, ensure regular and proactive communication and meetings between PU (and other relevant units and departments) and partners; conduct regular visits to partners to collect feedback, check-in on changing needs and monitor activities. PU (Coordinator, SPO, Officers) are responsible for regular contact and support to the partners, including monitoring of the project activities, including in collaboration with Area teams and Recovery and Resilience Coordinator.
  • Act as budget holder when appropriate (mostly for humanitarian projects implemented by partners; for recovery – and development – oriented projects, Recovery and Resilience Coordinator takes on budget holder responsibilities). Monitor budget utilization in alignment with approved budgets.
  • Collaborate with PQ department and Recovery and Resilience Coordinator to ensure quality programming.
  • Collaborate with MEAL unit, Technical Leads and Recovery and Resilience Coordinator to develop MEAL tools and plans for monitoring purposes.
  • Work with Data Management unit to track data and maintain records for reporting and quality assurance.
  • Ensure that reporting processes are coordinated with Programme and Finance teams.
  • Ensure that relevant team members in PU provide support on amendments, realignments, and work with relevant departments in cases when challenges in implementation arise to devise mitigation measures. 

Capacity Strengthening and Organizational Development

  • Develop and regularly review/update PIN’s Partner’s Capacity Strengthening plan.
  • Working with existing partners and with support from the AMs, Finance, Compliance, PQ and other relevant colleagues, prepare capacity development plans for partners, in-line with E-PAT and spot checks, which may include training, mentoring, field trips, shadowing, and exchange visits, etc.
  • Design and implement contextual capacity building interventions for different partners and support them in their organizational development process going beyond project commitments.
  • Create and roll out tools for partner capacity strengthening.
  • Ensure the implementation and review of capacity strengthening plans (PU is responsible for facilitation and oversight of capacity strengthening activities using internal and external expertise).
  • Ensure partners’ detailed capacity-building plans are followed and regularly reviewed in terms of progress achieved and impact on PIN’s programme quality.
  • Assess and monitor the impact of capacity strengthening interventions.
  • Orient and mentor partners’ staff on PIN’s Partnership and Localization agenda. 

External Relations and Representation

  • Represent PIN before different stakeholders as required (I/NGOs, local institutions, government bodies, donors).
  • Maintain and develop relationships with national authorities, programme partners, civil society, networks, alliances, the international community and donors for the successful implementation of project activities and sharing best practices and learning of PIN’s work.
  • Promote PIN’s work through participation in relevant events and forums.

Preferred Skills/Experience:

    • Minimum 5 years of experience in partnership management and organizational capacity strengthening.
    • Strong leadership and team management experience.
    • Proven ability to develop strategies, tools, and guidelines.
    • Experience in localization strategies and working with civil society organizations.
    • Demonstrated knowledge of partnership frameworks.
    • Excellent communication, facilitation, and negotiation skills.
    • Strong organizational, analytical and problem-solving abilities. Collaborative, team-oriented.
  • Ability to prioritize and handle multiple tasks under tight deadlines. 
  • Proficiency in English and Ukrainian.
