Role Overview: 

HEKS/EPER is looking HR  Officer. Base in Kyiv 

In close coordination with HR Manager, the HR Officer ensures personnel accounting, and conscripted employees’ accounting in accordance with the policies and procedures of the Fund, as well as the Ukrainian Labor Code, including procedures for hiring, adapting employees, staff orientation, maintaining and processing annual leave schedules

Tasks and responsibilities

  • Support the hiring procedure and recruitment of staff according to the Funds’ operational standards and policies. 
  • Make pre-selection of the candidates for designated vacancies and provide proposals to the management for further decision-making.
  • Check submitted by the candidates’ documents.
  • Develop drafts of employment contracts, monitor their duration, maintain a personal database of employees and their personal files.
  • Organizes timesheet accounting, drawing up and executing annual leaves schedules, monitors the state of labor discipline and compliance by employees with the rules of internal labor regulations.
  • Participate in the employees’ salaries calculation in accordance with the time sheets.
  • Organizes staff training, training and advanced training, and keeps track of training.

  • Timely respond to requests from other employees in the area of professional activity, provide the required information in full

  • Participates in the development of instructions, policies and procedures for personnel management

  • Monitor Employees' leave records, ensure that annual leave requests are submitted on time for financial administration, tracking and schedule annual leave according to Ukrainian law

  • Prepare  HR orders. 
  • Advise employees on corporate medical insurance coverage and procedures
  • Process the hiring, promotion, transfer and dismissal of employees in accordance with labor legislation, regulations, instructions, as well as internal orders . etc.

Education and expiriance

  • A bachelor’s degree in human resources, Business Administration, or related field. A master’s degree or additional qualifications would be advantageous
  • Proven experience in human resources management 2+ years.
  • Previous experience with an NGO is desirable

Skills:

  • Knowledge of legislative and regulatory acts, methodological materials on personnel management, labor legislation
  • Knowledge of modern personnel management concepts.
  • Knowledge of effective employees/candidate assessment.
  • Knowledge of labor discipline, labor protection and safety rules, fire-prevention requirements, industrial sanitation and labor hygienerules
  • Expertise in designing and implementing HR policies and procedures
  • The ability to create and maintain a personnel database, organize timesheets
  • Expirience in Total Reward motivation, hardship, payroll
  • Experience with training and development platforms or Learning Management Systems (LMS).
  • Solid use of the MS office software (including Word, Excel, Outlook) is compulsory.

Soft skills:

  • Strong interpersonal and communication skills, with the ability to liaise effectively with staff at all levels.
  • Excellent organizational and multitasking capabilities.
  • Ethical judgment and ability to handle sensitive/confidential information with discretion.
  • Problem-solving skills with a proactive approach.

Language Requirements:

  • Ukrainian or Russian as mother tongue. Proficiency in English B1/B2 is mandatory.
  • Ability to draft clear and concise reports, presentations, and HR documentation.

Other Desirable Qualities:

  • Commitment to the principles and ethos of HEKS/EPER.
  • Adaptability to rapidly changing scenarios and unexpected challenges.
  • Familiarity with the socio-political landscape of the region is beneficial.
