Annex 2 - TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: Consultant for Mapping Civil Society Organizations (CSOs) within the KfW-funded Hromada Reconstruction and Empowerment Facility (HREF) project and the Canada-funded Reconstruction and Localization project.

- Duration of Consultancy: 3 months
- Nature of the consultancy:
Under the overall supervision of the Chief of Mission and with the direct supervision of the National Grants Partnerships Officer, and close work with IOM Ukraine’s Transition and Recovery (T&R) and the KfW-funded Hromada Reconstruction and Empowerment Facility (HREF) team, the Consultant will map the ecosystem of CSOs within the geographic scope of the HREF and the Canada-funded Reconstruction and Localization project, providing a baseline of their individual and collective capacities, and operational focus areas. This will directly support the HREF project third outcome: Enhancing locally led response capacities to foster sustainability, resilience, and recovery. Regular updates and feedback of the consultant will be required at each stage of the assignment to ensure alignment with project objectives as well as first outcome of Canada-funded Reconstruction and Localization project: establishment of Community-of-Practice coordination platform through CSO mapping.
- Project Context and Scope (Category A consultancy):
The ongoing full-scale invasion of Ukraine has resulted unprecedented displacement, widespread destruction, and significant socio-economic challenges. Public infrastructure, governance mechanisms, and community resilience have been severely impacted creating immediate humanitarian needs and long-term challenges. Local authorities are striving to sustain and restore essential services such as housing, energy, healthcare, and education despite strained budgets, logistical difficulties, and loss of human capital. Civil society organizations (CSOs) play a pivotal role in rehabilitation and reconstruction, providing essential services and acting as a bridge between communities and governance structures. IOM Ukraine, through the Hromada Recovery and Empowerment Facility (HREF), is implementing a multi-sectoral, area-based, and community-driven approach to strengthen local resilience and promote recovery. A key focus is empowering local CSOs to enhance their capacity to deliver effective and sustainable solutions tailored to community needs.
- Organizational Department / Unit to which the Consultant is contributing:
Partnerships and Clerical Support Unit, Transition and Recovery Unit, including Hromada Reconstruction and Empowerment Facility Project (DS.0101) and Reconstruction and Localization (DS.0140).
- Category A Consultant: Tangible and measurable outputs of the work assignment:
- Identify active CSOs and profile them based on geographic coverage, thematic focus, and operational capacity (mapping of CSOs):
- Develop a comprehensive list of CSOs and networks operating within the targeted hromadas under the HREF and the Canada-funded Reconstruction and Localization project.
- Use a profiling framework to assess CSOs across the following areas:
- Registration status and years of operation.
- Type of service provision and thematic areas of focus (e.g., housing, education, health, MHPSS, culture, livelihoods).
- Target populations and beneficiary demographics (if available).
- Geographic reach for implementation, and location of head office and sub-offices, if any.
- Human resources: Number of staff and their roles/ capacities, including detailed information on administrative and support functions as well as staff/volunteers with thematic expertise and relevant professional qualifications (e.g., MHPSS organization would have a number of MHPSS workers, in this case their qualifications and functions should be identified/listed).
- Demographic information about CSO management and employees (if available).
- Financial size (annual turnover) and main sources of funding, including overview of current and past donors.
- Existing partnerships, including coordination with local self-government bodies and other government actors.
- Develop a comprehensive CSO directory (contact list) to facilitate collaboration, resource pooling, and strategic involvement of CSOs in HREF and Reconstruction and Localization project initiatives:
- A dynamic, actionable directory profiling CSOs by geographic scope, services offered, and alignment with HREF pillars.
- The directory will function as a strategic tool, mapping key connections between CSOs to facilitate collaboration, resource pooling, and consortium-building for Expressions of Interests (EoIs), funding applications and initiatives that are aligned to HREF- and/or the Reconstruction and Localization project It will serve as a practical resource for strategic planning, networking, and programmatic engagement, enabling CSOs to optimize opportunities and enhance their recovery contributions. - Deliver a concise presentation summarizing the mapping results and recommendations to IOM Ukraine and relevant stakeholders.
- Perform such other duties as may be assigned.
Performance indicators for the evaluation of results
Week 1: Submission of methodology and work plan.
Month 2: Completion of initial CSO mapping and draft contact directory.
Month 2: Finalization of directory and baseline capacity assessment.
Month 3: Submission of final report and presentation of findings.
- Education, Experience and Required Qualifications
- Master`s degree in international affairs, social sciences, business management, economics or related fields.
- Proven experience in CSO mapping, profiling and/or ecosystem analyses.
- Demonstrated understanding of post-conflict recovery, resilience-building, and community-driven approaches.
- Strong skills in data collection, analysis, and presentation.
- Familiarity with the Ukrainian context and the ability to engage effectively with local stakeholders.
- Fluency in Ukrainian and English.
Travel required
The Consultant will be expected to travel to 27 hromadas. The Consultant should incorporate travel expenses into the financial proposal and manage these independently, no DSA and any travel-related expenses will be paid. During periods without travel, the Consultant is expected to work from office. For Consultants residing outside Kyiv, there will be flexibility while ensuring they spend a minimum of two weeks in Kyiv office.
