Security Manager

Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right.  Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine.  MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases.  One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.

JOB SUMMARY

The Security Manager supports the General Coordinator with the security, safety and Access management of all Medicos del Mundo staff, assets, and operations in Ukraine, with particular focus on the regions of Dnipro, Kharkiv, Zaporizia, Kyiv, and Chernihiv. 

The Security Manager will develop, implement, and monitor security protocols, risk assessments, and contingency plans in a dynamic and high-risk operational environment and in line with Medicos del Mundo standards.

 General objective

Under the responsibility of the General Coordinator, the Security Manager will contribute to ensure the safety and security of all Medicos del Mundo personnel, premises, and activities in Ukraine by developing and overseeing the implementation of comprehensive security strategies and plans. The Security Manager will work closely with the General Coordinator and Field Coordinators to maintain situational awareness, guide security decision-making, and provide practical support and training to staff on security-related matters.

 GEOGRAPHICAL SCOPE OF INTERVENTION:

The Security Coordinator is based in Kiev/Dnipro with regular visits to our zones of intervention or locations with presence of Medicos del Mundo. Those are: Chernivtsy, Kyiv and Kyiv region and Chernihiv, Kharkiv and Zaporizhia oblasts. 

He/she may also be called upon to support other Medecins du Monde chapters and travel to their regions of operation (Chernivtsi, Sumy, Ivano-Frankyvsk, Odessa, Kherson, Mykolaiv, Dnipro, Vinnytsia and Donetsk).

The Security Manager will be responsible for monitoring and responding to security issues in all areas where Medicos del Mundo operates, ensuring that both international and national staff are protected and that programs continue without interruption due to security challenges.

The Security Manager will collaborate closely with the above-mentioned field coordinators to coordinate security operations in each region, ensuring coherent and consistent security practices across all program areas.

FUNCTIONS

Security Planning and Strategy:

1. Develop and regularly update the security risk assessments for each operational area in collaboration with the General Coordinator and Field Coordinators.
2. Formulate and implement comprehensive security management plans that align with Medicos del Mundo’s operational goals and ensure staff and asset safety.
3. Advise on the development of security policies, guidelines, and standard operating procedures (SOPs) and ensures their regular update.
4. Be the main focal point at mission level for the implementation of the MDM Security Portal. Ensure the setup, awareness, and dissemination in the use of the Security Portal to all relevant staff (logistics, field coordinators, general coordinator)

 Monitoring and Reporting:

1. Monitor security situations across all operational regions, keeping the management team updated on significant changes in the security environment.
2. Provide periodic security reports and situational updates, identifying threats, risks, and trends.
3. Alert management to emerging security threats and propose risk mitigation strategies.

 Incident Management and Crisis Response:

1. Oversee the management of security incidents, providing immediate support in crisis situations and ensuring that staff follow established emergency protocols.
2. Under the management of the General Coordinator, he/she plays an essential role on the coordination of the evacuations, relocations, or other emergency responses as required.

 Training and Capacity Building:

1. Identify safety, security, and access learning and development needs for country program staff and internal or external providers for these training needs.
2. Conduct regular security awareness training and drills for all staff members.
3. Provide specialized security briefings for new staff, visitors, and expatriates.
4. Develop and implement training sessions on personal security, travel safety, and first aid in emergencies.

 Liaison and Coordination:

1. Maintain liaison with local authorities, international agencies, and other relevant stakeholders to gather security information and strengthen the security network.
2. Act as the focal point for all security-related communication both internally and externally.
3. Participate and represent MdM in Ukraine in the security information networks and other forums and maintain close collaboration with other organizations’ security managers and focal points.
4. Participate in MdM network security meetings, providing the necessary security related information from Medicos del Mundo areas of intervention.

 Security Equipment and Resources:

1. Ensure that appropriate security equipment (e.g., communication devices, protective gear) is available and in working order for all staff.
2. Regularly inspect security systems at field offices and accommodation facilities, ensuring compliance with security protocols.
3. Monitor regularly the compliance of security standards in bases and operational locations, alert and propose corrective measures when needed.

 REQUIRED QUALIFICATION

 Academic background:

• Bachelor’s degree in International Relations, Security Management, Political Science, or a related field.
• Certifications in security management, crisis management, or related areas are highly desirable.

 REQUIREMENTS:

•  Languages: Fluency in English and Ukrainian (both written and spoken) is required. Knowledge of Russian is an asset.
• Computer requirements: office pack advanced user level. Dataset management and mapping software skills are desirable.
• Commitment to humanitarian principles: A strong understanding of the humanitarian context, respect for diversity, and commitment to Medicos del Mundo’s mission and values.
• Availability: Willingness to travel to high-risk areas and work in challenging conditions

 EXPERIENCE:

•  At least 3 years of proven experience in security management in humanitarian or development settings, preferably in conflict zones or high-risk areas.
• Demonstrated experience in managing security operations, including risk assessments, incident management, and crisis response.
• Previous experience working in Ukraine or similar contexts is highly desirable.
• Experience in providing security training and capacity building for diverse teams.

 Technical skills:

•  Strong knowledge of security management tools, systems, and protocols.
• Familiarity with incident management systems and security risk assessment tools.
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
• Ability to use and manage communication and security equipment (e.g., satellite phones, radios, GPS systems).
• Excellent analytical skills and ability to assess and interpret security information and provide actionable recommendations.

 Personal skills:

• Leadership: Strong leadership qualities, able to manage and motivate a diverse team under challenging conditions.
• Problem-solving: Ability to analyze complex security issues, propose solutions, and make critical decisions in high-pressure situations.
• Communication: Excellent verbal and written communication skills, with the ability to clearly convey security information to staff at all levels.
• Adaptability: Ability to adapt to rapidly changing environments and maintain a high level of flexibility.
• Cultural Sensitivity: A respectful approach to diverse cultures and an ability to work effectively in multicultural environments.
• Stress Management: Ability to manage stress and remain calm in volatile situations.
