The ICRC Delegation in Ukraine is looking for a dynamic and experienced seeking Political & Networking Adviser to join our team in Kyiv. In this pivotal role, you will provide insightful strategic advice on political, conflict, and security developments, ensuring the delegation remains fully informed of critical shifts in the political landscape. Drawing on your deep understanding of relationships between Ukrainian authorities, government agencies, and influential individuals, you will analyze complex dynamics and deliver guidance that drives impactful decision-making. You will also proactively build, nurture, and expand high-level relationships with national and regional stakeholders, including government officials, regional authorities, and civil society leaders. By opening doors and fostering trusted connections, you will enhance the ICRC’s access and influence across key sectors. Additionally, your expertise in contact mapping and knowledge management will ensure our team has the tools and information needed to navigate the ever-changing environment effectively. Your Tasks and Responsibilities
- Act as a trusted adviser to the management by providing expert analysis and recommendations on political, security, and conflict-related matters that shape external engagement strategies and operational decisions
- Analyze and interpret significant political events and trends, preparing timely, detailed reports, situation updates, and analytical notes that inform strategic planning and operational adjustments
- Cultivate, strengthen, and expand a network of high-level interlocutors, leveraging relationships to gain analytical insights, enhance ICRC’s image, and facilitate management’s access to influential contacts within government, civil society, and regional authorities
- Prepare and deliver comprehensive briefings for international staff on political, cultural, and contextual matters to enhance their situational awareness and effectiveness in the local environment
- Develop and maintain up-to-date knowledge management systems, ensuring key insights and contact mappings are shared and accessible
- Collect, verify, and analyze information from open sources, including media and internet-based content, to ensure accurate and relevant data supports the ICRC’s decisions and planning
- Represent and advocate for the ICRC’s principles, mandate, and activities, ensuring respectful and neutral engagement with all stakeholders while safeguarding the organization’s integrity and humanitarian mission

About you
To be successful as a Political & Networking Adviser in the ICRC Delegation, you should possess the following qualifications and experiences and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- University degree or professional experience in a related field
- At least 3 years of proven professional experience in advisory roles within governmental structure or humanitarian organization
- Demonstrated capacity to analyze complex political, security, and humanitarian contexts, with a track record of providing strategic insight
- The ability to show a well-established and relevant network of key stakeholders is an advantage
- Professional fluency (minimum C1 level) in both English and Ukrainian, with the ability to communicate effectively in complex, high-stakes environments
- Strong computer skills, including advanced knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, etc.).
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
