Johanniter International Assistance is a global INGO with operations in multiple countries, and expertise in the field of medical, health, livelihoods and emergency programming. Johanniter has been active in Ukraine since Russia started the full-scale war on 24 February 2022. We have since been implementing more than ten humanitarian projects through several local partners with coordination from HQ.
Job Description
Ukraine and Moldova, through a two-folded role. On the one hand, s/he will design tailored tools and implement PMEAL plans for JIA projects. S/he will design in a participative manner PMEAL plans, will support partners in implementing the PMEAL plans through capacity strengthening, and sometimes directly implement the plan. On the other hand, the PMEAL officer contributes to PMEAL at strategic level. This includes the monitoring of global indicators, and supporting the design of PMEAL plans for country strategies.

Key Responsibilities
Strategy and Vision
Actively support the values of JIA and shape work accordingly.
Support the development and implementation of the PMEAL strategy in Ukraine together with the PMEAL advisor and the programme colleagues.
Support the development, monitoring and reporting of global indicators (applicable for Ukraine) and the country strategy indicators.

Planning, Monitoring and Evaluation
Support the implementation of the JIA PMEAL systems in Ukraine.
Contribute to indicators definitions, logframe design, and PMEAL plan, and budgeting during proposal development and programme design.
Update PMEAL tools, databases and reporting formats aligned to JIA PMEAL standards in close collaboration with the partner teams and the PMEAL advisor.
Directly implement or support partners staff in field data collection and analysis, supporting the alignment between the partner’s practices and JIA standards and templates, and data quality.
Develop a data management system for the running projects to inform rapid decision-making.
Conduct regular joint field process monitoring.
Contribute to the development and roll out of accountability processes, including establishing feedback and complaints mechanisms and community consultations and participation.
Produce quarterly monitoring and accountability reports.
Provide gender and age disaggregated beneficiary counts on a quarterly and annual basis per grant per partner.
Submit monthly reports to Activity Info.
Conduct periodic data audits and analysis to ensure high quality data.
Assessment, Learning and Documentation:
Support other aspects of PMEAL, including: surveys, base- and endlines, PDMs, evaluations, project reviews and lessons learned workshops.
Ensure relevant, timely, and quality (support to the partners on) assessments and evaluations, including: support in developing the survey tools, data analysis and report writing.
Attend and participate in relevant meetings with JIA’s (and Partners’) projects teams on project monitoring and learning (i.e. updates on projects progress on achievements and challenges for actions and reactions).
Contribute to organizational learning documentation and dissemination of key findings stemming from monitoring, assessment, and other analyses of project learning activities.
Track and ensure organized, comprehensive electronic filing of documented findings/analyses.
Facilitate and participate in information sharing among JIA staff, partners and donors.
Responsible for taking relevant meeting minutes by and with JIA staff, partners and donor and share/file them accordingly.
Compile periodic reports with relevant indicator data per grant, showing targets versus actuals and action plans and share with the projects teams/managers.
Take an active part to the Global PMEAL team and participates in regular calls and face to face meetings.
Capacity Building
Facilitate capacity building for partner staff on skills/knowledge related to Monitoring, Evaluation, Accountability and Learning, including: designing monitoring tools, analysing and monitoring data, conducting assessments and evaluations, implementing feedback mechanisms, and data management and storage.
Participate in the assessments of new JIA partners.
Undertake regular visits to field locations to support monitoring and evaluation processes.
Person Specification
Profession/Qualification:
Bachelor’s degree in Development or Social studies, Economics, Statistics, or related field from an accredited academic institution.
Experience:
3+ years of relevant work experience in Humanitarian or development organizations and working through partners.
Practical experience in handling participatory processes for data collection and management, ensuring that the voices of the targeted communities are heard, and feeding back results to communities and vulnerable groups.
Experience in setting up small and mid-sized assessments and evaluations.
Practical experience in conducting data collection exercises (both qualitative and quantitative), and in supporting local NGOs and CSOs in data collection.
Practical experience in the use of digital data collection and analysis tools.
Demonstrated experience and skills in learning processes.
Skills:
Highly developed interpersonal and communication skills including influencing, negotiation and coaching, with fluency in English and Ukrainian.
Good analytical skills.
Strong organizational skills required, with the ability to work with others.
