The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.
WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?
Under the direct supervision of the Procurement officer, the position(s) will support the Ukraine procurement team to carry out supplier/market assessments and day to day procurement activities.
KEY ACCOUNTABILITIES:
1.Market Assessments and Supplier Identification
- Conduct regular market assessments to identify potential new suppliers and ensure a competitive pool of vendors.
- Engage in targeted outreach to build a more diversified supplier base, particularly in underrepresented categories.
- Identify and recommend potential suppliers by compiling and analyzing relevant data/documents to support selection, ensuring standard processes are followed.
2. Supplier Performance Monitoring
- Regularly review supplier performance and market conditions to anticipate risks such as supplier dependency, geopolitical instability, or supply chain disruptions.
- Provide input for vendor performance evaluations and escalate concerns when necessary.
3.Vendor Development and Capacity Building
- Lead vendor development activities, with a focus on capacity-building initiatives for local suppliers to strengthen their capabilities and align them with WFP requirements.
- Collaborate with suppliers to enhance their understanding of WFP’s procurement standards and requirements.
4. Roster Management
- Prepare and maintain an updated list of suppliers to support the Food Goods and Services Procurement Teams in tendering processes.
- Regularly update the food supplier roster in coordination with the Food Safety and Quality team.
- Update the Goods and Services procurement roster for underrepresented categories to ensure a balanced and comprehensive supplier pool.
5.Due Diligence and Compliance
- Conduct due diligence on potential and existing suppliers by vetting them against the UN sanction list and using platforms like You-Control.
- Ensure adherence to WFP’s policies, ethical standards, and procurement guidelines in all vendor management activities.
6.Supplier Relationship Management
- Facilitate the introduction of new platforms for Supplier Relationship Management (SRM) to current suppliers and onboard new suppliers into WFP systems.
- Serve as a key point of contact for vendor queries and support during onboarding and procurement processes.
7.Data Management and Reporting
- Manage updates and further develop databases and records to ensure accuracy, organization, and availability for reporting and decision-making purposes.
- Prepare regular reports on supplier performance, market trends, and procurement activities to support operational planning and audits.
To join us in saving lives, changing lives, you will have:
Education: Completion of secondary school education. A post-secondary certificate in Procurement or related area. Chartered Institute of Procurement & Supply (CIPS) Certificate Level 2 (or equivalent) is an added advantage.
Experience: Six (06) or more years of progressively responsible relevant work experience in procurement, supply chain, vendor management, or a related field. Post-secondary education can compensate for some years of experience. For example, you will be considered as eligible if you have:
- Three (3) years of work experience in combination with a Master’s Degree;
- Four (4) years of work experience in combination with a Bachelor’s Degree.
Knowledge & Skills: Experience in market analysis and vendor development is highly desirable.
Language: Fluency (level C) in both in English and Ukrainian languages.
