Annex 2 - TERMS OF REFERENCE

FOR THE CONSULTANCY CONTRACT OF: MHPSS Hotline Emotional Supervisor (Consultant)

  1. Duty Station of the Consultancy: Homebased, Ukraine
  2. Duration of Consultancy: 3 months, with possibility of extension pending on funds availability and satisfactory job performance.
  3. Nature of the consultancy: Category B

Under the overall supervision of the Chief of Mission and the Senior Programme Officer (MHPSS), the Operations Officer (MHPSS) and under the direct supervision of the Senior MHPSS Specialist (Hotline), the MHPSS Hotline Emotional Supervisor will perform operational duties for the MHPSS Hotline, including the provision of first line consultations over the phone and through IOM approved online platforms to war-affected people in need.

  1. Project Context and Scope:

IOM Ukraine operates a well-established, toll-free mental health and psychosocial support (MHPSS) hotline serving the population affected by the war. The hotline is staffed by operators, psychologists and a psychiatrist who provide tailored and confidential support to people affected by full scale invasion to Ukraine. The hotline staff have maintained the hotline’s operation throughout the ongoing war, while themselves impacted by the crisis. IOM is seeking to urgently boost the capacity of the hotline by engaging MHPSS professionals in the Ukrainian diaspora as well those fluent in Ukrainian and/or Russian languages who are compelled to lend their capacities to support the Ukrainian population affected by the war. The hotline can be operated via the internet – hotline staff shall provide MHPSS support to hotline callers remotely online with ICT support from IOM, and in coordination with other hotline operators and staff.

  1. Organizational Department / Unit to which the Consultant is contributing: 3R (Response, Resilience and Recovery) Unit, MHPSS unit, IOM Ukraine;
  2. Category B Consultant, tangible and measurable outputs of the work assignment:
  • In close collaboration with the Senior MHPSS Specialist (Hotline), oversee the technical and case supervision of the Hotline non-staff. Schedule and conduct bi-weekly group and indivudal supervision meetings.
  • Assist the supervisee (Hotline Operators Consultants and Psycholgists Consultants) in their management of cases through joint reflection and reivew of cases as needed. Offer technical quidance as needed.
  • Facilitate the sharing of experiences and knowledge among hotline staff, including experience and skills sharing.
  • In coordination with Senior MHPSS Specialist (Hotline), verify that operators and psychologists are employing the same procedures. Raise issues with Hotline Specialist in timely manner.
  • Support the development of standard operating procedures (SoPs) as needed, and support the adherence and implementation of SoPs.
  • Offer self-care techniques to operators and psychologists on regular basis. Monitor hotline non-staff to ensure that they are staying within the limits of their clinical workload and address issues of burnout as required.
  • Conduct training sessions, in coordination with the Senior MHPSS Specialist (Hotline) to strengthen hotline staff capacities and competencies.
  • Report, on regular basis, identified trends identified on staff or client needs or gaps to the Senior MHPSS Specialist (Hotline).
  • Report number of supervision meetings conducted (group and indivudal) to the Senior MHPSS (Hotline) on a bi-weekly basis.
  • Perform such other duties as may be assigned.
  1. Performance indicators for the evaluation of results:
  • Provide consistent hotline emotional support to hotline staff.
  • Provide regular case supervision sessions for hotline staff.
  • Support development and implementation of Hotline-related SoPs.
  • Conduct training as needed.
  • Regularly report supervison and other meetings conducted on a bi-weekly basis.
  1. Education, Experience and/or skills required
  • Advanced Degree in Counselling, Counselling Psychology, Clinical Psychology, Social Work, Psychotherapy or other related fields with at least five years of experience.
  • Experience in provision of individual and group psychological services.
  • Membership of a recognized relevant professional association is an asset.
  • Experience in remote counselling methods.
  • Experience in peer-to-peer, group and indivusal counselling necessary.
  • Fluency in Ukrainian is required.
  • Fluency in English is a distinctive advantage.
  • Person must have positive attitude, being responsible, attentive, and with clear diction, able to work as a part of a team and independently.
