The «Arbeiter-Samariter-Bund Deutschland (ASB)» is a German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability.
ASB provides people centred humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities and societies and applies integrated approaches to welfare and to social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.
ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased the humanitarian operations to respond to multiple needs of the war-affected population of Ukraine. Our team is committed to provide multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.
ASB in Ukraine is currently seeking expressions of interest from qualified and committed individuals for the following position:
Duration: 12 months (possibility of extension)

Key responsibilities:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for implementing a functional MEAL system at field level. The officer provides support to the programs and operations departments in designing, monitoring and evaluating all projects' interventions.
- Participate in needs assessment, baseline and endline studies
- Co-lead data collection (focus group discussions, key informant interviews, field surveys, etc.)
- Provide SADD for 5W reports on the implemented project activities
- Provide accurate MEAL data for project proposals, reports to donors, etc.
- Participate in preparation of MEAL and PDM reports
- Implement MEAL plans, logical frameworks, and evaluations
- Implement electronic, mobile data collection systems in the MEAL processes (create survey forms in KoBo and other data collection products from scratch, if necessary)
- Organize and conduct monitoring and evaluation activities in the field
- Support MEAL Manager in managing and supervising the team of data collectors in the field
- Provide on-the-job trainings for ASB staff and workshops for partners
- Assist the project team and partners in documenting lessons learnt
- Regular oral reporting, debriefing and feedback to the MEAL Manager and Project Managers (where necessary)
- Support in writing narrative for project assessments
- Respect the security rules specified in the mission
- Perform other duties as per request
Key requirements:
- University Degree in Social Sciences, Economics, Statistics or related field
- Minimum three years of relevant experience in MEAL, preferably in an international humanitarian NGO
- Demonstrated experience in qualitative, quantitative and participatory M&E methods
- Proven experience in managing the databases
- Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.)
- At least intermediate knowledge of English (written and spoken)
- Advanced knowledge of Microsoft Office, especially Excel functions (including formulas and creating graphs from data sets)
- Knowledge on data management software and practical experience of designing surveys using this software (KoBo, etc.)
