The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. The ICRC is mandated to work in countries affected by armed conflict or other situations of violence. The ICRC is present in over 100 countries and has some 18,000 staff worldwide. In 2014, the ICRC expanded its presence in Ukraine. Currently, we have over 900 team members working across the county in various professional fields. 

About the job 

The People and Culture (PAC) Team is seeking a skilled and passionate Human Resources Officer Title to join our dynamic team in Kyiv. As an integral part of the HR team, the HR Officer will be responsible for managing a wide range of HR functions, including talent acquisition, contract management, onboarding, staff engagement, learning and development, HR administration, and exit processes. This role also involves supporting the implementation of the ICRC People Strategy and taking a lead or supporting role in various HR projects and initiatives. The HR Officer will provide guidance and expert advice to employees and line managers on all HR-related matters within their designated Area of Responsibility. Acting as a strategic partner, change agent, employee champion, and functional expert, the HR Officer will contribute to the smooth functioning of ICRC operations while ensuring alignment with organizational goals and promoting a positive and supportive workplace culture.

Your Tasks and Responsibilities

  • Serve as the primary point of contact for HR and People Management-related inquiries, providing advice, guidance, and support to line managers, including advising on HR budgets
  • Manage and facilitate the recruitment and selection process, including drafting job descriptions, vacancy announcements, coordinating testing, organizing interviews, and ensuring the hiring process is efficiently executed
  • Ensure that all HR data, employee records, and files are maintained, updated, and compliant with ICRC standards, procedures, and Ukrainian labor laws  
  • Ensure HR data and employee files are consistently updated, maintained, and compliant with ICRC standards, procedures, and Ukrainian labor laws
  • Facilitate the timely and accurate administration of employee contracts and related documentation, ensuring that all new hires are properly onboarded and integrated into the organization
  • Provide ongoing support to employees and managers on how to implement the Performance Management System
  • Handle employee grievances, disciplinary actions, and conflict resolution in line with staff regulations and local labor laws, ensuring a fair and compliant approach
  • Monitor compliance with local labor laws, generate periodic reports for management on HR metrics and performance, and identify training and development needs to enhance overall organizational effectiveness

About you

To be successful as HR Officer in the People and Culture Team, you should possess the following qualifications and experiences and have the following characteristics:   

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • High school or professional diploma
  • At least 2–3 years of professional experience in HR or a similar field
  • Experience with Recruitment, Onboarding and People Development
  • Knowledge of Ukrainian labor law 
  • Professional fluency (written and spoken) in English and Ukrainian 
  • Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
