General Summary
Under the Consortium Manager supervision, the Localization Officer team appears as the main interface of Team4UA and TERA Consortium on the field for the implementation of the Project “Emergency Assistance and Support to Evacuations” (EASE) with local partners. The Localization Officer - Programmes is specifically responsible for the capacity strengthening of CSOs/NNGOs selected as local partners to develop their professionalism and impact in the humanitarian sector. Through Team4UA “CSOs Accelerator”, this position will conduct training and mentoring related to programming matters of the local partners following the example of Start-up incubators. In this framework, the Localization Officer- Programmes ensures the development of CSOs’ capacity in program development, needs targeting, concept structuration, operational planning and resources mobilization strategy for humanitarian activities integrated in the UN coordination system (OCHA Clusters).
Project Goals
Within the “CSOs Accelerator” both Dnipro-based and mobile in frontline regions, the Localization Officer – Programmes has a pivotal role in strengthening the capacity of TERA Consortium local partners as humanitarian organizations. Using an expertise in humanitarian projects planning and coordination mechanisms, she/he shall daily monitor and assist the local partner as a mentor or advisor for program development and management depending on the needs and capacity of each local partners. The position implies a knowledge of the full cycle of a project in targeting urgent needs of vulnerable people efficiently while planning organizational growth with lessons learnt and further results achieved presentation to potential donors. The Localization Officer – Programmes shall cover the overall 10 local partners in this specific Humanitarian Programming topics in coordination with other Localization Officers part of the CSOs Accelerator team.
Implementation Process
The Localization Officer – Programmes shall represent Team4UA and TERA Consortium for local partners from their final selection till their project closure. During this period, she/he will support their capacity strengthening from Program development to fundraising and coordination management according to the project EASE framework and localization objectives as follows:
Field Assessment: From Dnipro base of operations, the Localization Officer – Programmes will support the Project Officer in achieving a needs assessment of capacity strengthening for the local partners. Such assessment shall be tailor-made to answer the immediate and potentially upcoming needs in organizational of local partners or their staff members individually. An initially assessment shall be undertaken through interviews, checklist documentation and field visits for each local partner in order to highlight gaps and/or ways of improvements in program development, operational management, needs targeting, coordination with local authorities or OCHA Clusters and connection with funding partners.
Training Deployment: She/he will implement tailor-made training sessions prepared with the Project Officer for local partners (in Dnipro on-site or at their location) to answer their capacity strengthening needs for humanitarian programming (operational planning, resources mobilization, programmes development and management, coordination) under the Consortium Manager supervision. Training sessions shall strictly follow the capacity strengthening plan adapted to each local partner under the with technical oversee of the Project Officer and without disturbing local partners daily operations funded for the EASE project achievement.
Programmes Mentoring: The critical role of the Localization Officer – Programmes is to be an active mentor for local partners in sharing success stories, good practices, and assisting in peer-to-peer workshops organization with TERA Consortium members, INGOs or UN representatives while following in details and advising their programmes implementation or strategy. The Localization Officer – Programmes shall provide dedicated support to local partners in their programmes documents writing such as concept notes and related policies, SOPs and reporting to UN OCHA Clusters and Team4UA as TERA Consortium lead.
Quality Assurance: She/he shall verify in parallel the strict application of humanitarian standards and principles and qualitative services in interactions between the local partners and beneficiaries or their own staff or volunteers. Any relevant information shall be shared with Team4UA MEAL unit for monitoring and evaluation purposes. The Localization Officer -Programmes shall regularly report to the Consortium Manager on the progress of the local partners in program development capacity and involvement in coordination mechanisms.
As a core part of Team4UA Project Team, the Localization Officer – Programmes shall assist the Operation Officer and Consortium Manager in the implementation of the overall local partners project activities and expected results to be achieved according to their scope of work and sub-grant agreement.
Knowledge and Experience
Relevant degree in a relevant field.
At least 2 year of field experience in organizational development or mentoring, humanitarian activities, volunteers’ engagement or project implementation with NGOs.
Demonstrated attention to detail, following procedures, meeting deadlines and working and problem solving independently and cooperatively.
Effective verbal and written communication, organizational, prioritization and Microsoft Office applications.
Excellent oral and written Ukrainian skills required. English language skills are considered an asset but not necessary.
Ability to work effectively with a team in a sensitive environment.
Experience working in Eastern or Southern Ukraine preferred.
Living Conditions
The position will be based in Dnipro. Business trips will be required with up to 40% of time spent in local partners locations mostly in frontline regions.
Team4UA team members represent the organization both during and outside work hours when deployed in a business trip. Team members are expected to conduct themselves in a professional manner and respect Ukrainian laws, customs and Team4UA’s policies, procedures, and values at all times.
