Introduction

During the course of 2024, Ukrainian authorities have announced mandatory evacuations due to intensified offensives by the Russian Armed Forces, including shelling and aerial attacks against frontline settlements. The Kharkiv region continues to endure daily shelling. More than 150 strikes are recorded daily in Sumska oblast, while hostilities in Donetska have prompted one of the largest waves of internal displacement in Ukraine since 2022. The ongoing conflict has displaced tens of thousands of people, with over 15,000 civilians still in Pokrovsk, a city less than 10 kilometers from the frontline. These civilians face immediate threats from advancing forces, and without coordinated evacuation efforts, their safety is at severe risk. This trend is expected to continue as hostilities escalate in the foreseeable future. As per UN OCHA Protection Cluster partners’ assessments, over 300,000 people in frontline regions remain in need of transportation and basic services support. Despite a growing need, financial resources for local Non-Governmental Organizations or Civil Society Organizations supporting evacuation operations are dwindling, creating a dangerous disconnect with the urgency of the situation.

The “Emergency Assistance and Support to Evacuations” (EASE) Project, coordinated by Team4UA, adopts a holistic approach to fill existing gaps in the evacuation from conflict zones along Ukraine's frontline areas to IDPs relocation in safer reception regions. This project ensures that civilians from high-risk areas are safely transported to secure locations, offering not only physical evacuation but also essential support services and temporary accommodation during and after the evacuation process.

To address this, our project is built upon the TERA Consortium with only National NGOs led by the Charitable Organization “Charity Fund “Team4UA” with the Charitable Organization “East SOS” as lead associate, including the Charitable Organizations “Relief Coordination Center” and “Angels of Salvation” as members. Local NNGOs/CSOs will be integrated as Consortium partners selected through a transparent process endorsed by the Consortium members, the UN OCHA Protection and CCCM Clusters followed by a capacity development phase. This consortium will provide a structured, scalable solution that aligns evacuation efforts with the realities of daily operations on the ground, ensuring more efficient, safe and dignified targeted assistance prioritizing vulnerable people in need.


Team4UA Description

Founded in March 2022, Team4UA is a Ukrainian charity organization with experience in effective emergency relief, recovery and innovative reconstruction projects in partnership with UN agencies (WFP, UNICEF) and INGOs or philanthropic foundations (Mercy Corps, TED). Of the 2.3 million beneficiaries covered by humanitarian aid since March 2022, Team4UA has implemented other projects, such as the construction of a public school in Lviv using 3D concrete printing technology. Former technology entrepreneurs have combined their knowledge and experience to lead Team4UA, applying an innovative approach to solving the most important and long-term needs. Team4UA has considerable experience in the implementation of projects in the frontline regions of Ukraine or in territories heavily affected by hostilities, for example, on the border with the Russian Federation. Since the beginning of the full-scale invasion of Ukraine, we have been covering the most difficult-to-access areas or those with a concentration of people in need of assistance due to internal displacement or return. Team4UA teams are active from Lviv for administrative and financial support, Kyiv with the headquarters and Dnipro for operations, monitoring and evaluations activities. 


General Position Summary

The Monitoring and Evaluation Manager is an important position in Team4UA Programmes Department responsible for providing oversight of country-level monitoring and evaluation (M&E) staff, ensuring the quality of the M&E, and the timely delivery of M&E reporting to donors, as well as internal information management, M&E policies and SOPs improvements and other systems the Monitoring and Evaluation Manager may design and implement. The Monitoring and Evaluation Manager will provide overall oversight of the “Emergency Assistance and Support to Evacuations” (EASE) project at from a multi-regional perspective as leader of the monitoring and evaluation team. Under the Head of Programmes supervision, the Monitoring and Evaluation Manager will be responsible for ensuring that a robust M&E system provides the evidence needed for learning and adapting throughout the project life-cycle till a post-monitoring final impact study. 


Job Responsibilities

System Set up: Ensure the quality of M&E implementation for the activities, consistently reviewing and adapting the M&E policy, SOPs, systems and tools to the needs of the changing programmatic context with safe storage for personal data protection.

Data Collection: Ensure processes are established and maintained to collect sex- and age-disaggregated data to ensure that the project team can design gender-sensitive and socially-inclusive activities.

Project M&E: Oversee data collection, analysis, management, visualization, mapping, and reporting on quantitative and qualitative indicators related to the project’s overall operational context, and performance with direct management of the Monitoring and Evaluation Officer.

Internal M&E: Ensure the timely implementation of Monitoring and Evaluation direct activities achieved by Team4UA staff and CSOs/NNGOs selected as local partners in compliance with Team4UA internal policies, project objectives and planning, the Humanitarian principles and standards.

Consortium Verification: Responsible for the M&E of EASE project activities implemented by Consortium members in compliance with donors’ regulations and requirements besides project indicators and objectives.

Data Processing: Develop data visualization and reporting templates that facilitate the acquisition, aggregation, and flow of information and learning from the Programmes and Operations Department as well as externally with partners, Consortium members, OCHA Clusters, Donors.


Information Management: Ensure data management (collection, cleaning, analysis, storage, reporting, and visualization) is functioning in all project locations to provide quality data within deadlines.

Timely Reporting: Responsible to provide M&E short weekly reports of activities achieved with analytics and indicators performance reached, monthly consolidated reports to the Donors and an Impact Study during the final month of the project for the overall activities achieved.

Programmatic Improvements: Collaborate with the Head of Programmes and Head of Departments to ensure effective and adaptive management of activities implementation within and without EASE framework.

Team Management: Create and sustain a work environment of mutual respect where team members strive to achieve excellence while promoting staff accountability, awareness of internal policies, team communication, and provide constructive feedback informally and formally via regular one-on-one meetings and reviews.


Knowledge and Experience

  • Minimum of 3 years of relevant experience, including proven experience managing Monitoring and Evaluation staff required

  • University Degree in research methods, statistics, economics, monitoring and evaluation, or other relevant field preferred.

  • Experience managing M&E and activities funded by institutional donors (USAID, FCDO, SIDA, etc.) and/or UN agencies in NGOs is preferred.

  • Proven success in implementing, and overseeing program M&E systems from startup to closeout.

  • Familiarity with the MS Office software (Word, Excel and PowerPoint) is required.

  • Ability to use data visualization software (e.g., PowerBI) preferred.

  • Proven ability to produce documents (such as learning agenda, and M&E Plan) for donors.

  • Research skills, including participatory qualitative and quantitative methodologies and techniques, planning and managing surveys, and developing and refining data collection tools.

  • Possess the ability to analyze data and utilize lessons learned for the continuous improvement of program implementation and to promote a culture of learning.

  • Strong interpersonal and communication skills, and a proven ability to network and maintain effective working relationships with diverse actors.

  • Experience and understanding of Mainstream Protection and Emergency programming, and how these are monitored and evaluated.

  • Ability to work in autonomy and remotely with regular field trips. 

  • Demonstrated ability to work in complex programming and volatile environments

  • Previous experience in frontline areas of Ukraine or IDPs receptions areas or a similar context is essential.

  • Working proficiency in English and excellent Ukrainian skills (both written and oral) required.

This position requires an ability to think creatively to achieve sustainable impact and enhance long-term resilience. The Monitoring and Evaluation Manager will have a proven ability to learn quickly, multi-task, prioritize, take initiative, and be accountable for results. She/he will understand the larger picture while remaining focused on problem-solving and effectively navigating dynamic programming and security context. The most successful Team4UA team members have a strong commitment to teamwork and accountability, thrive in evolving and changing environments, and make effective written and verbal communication a priority in all situations.


Living Conditions

The position will be based in Kyiv or Dnipro. Business trips will be required with up to 35% of the time in various locations for project activities monitoring and evaluation. Team4UA team members represent the organization both during and outside work hours when deployed in a business trip.
