The war in Ukraine has had drastic consequences, both for people inside the country and for those around the world dependent on its huge grain supplies. It is inflicting untold suffering on civilians, displace families, and disrupt supply chains and food production. It has caused one of the fastest forced population movements since the Second World War. Close to 6 million Ukrainians are still living as refugees across Europe, and almost 5.1 million are internally displaced. Many have lost their homes and livelihoods. As food production and supply lines are disrupted by fighting, many families in the east and south do not have reliable access to nutritious food.

WFP uses a flexible mix of food and cash assistance to support communities affected by the war wherever they are. This includes working with local partners to distribute food rations in areas near the frontline and providing cash transfers wherever people have access to banks and markets to buy food. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders.

How can you make a difference?

The Financial Analyst ensures the effective financial management and analysis of WFP’s operations in Ukraine. The role involves preparing and monitoring budgets, analyzing financial data, producing expenditure reports, and collaborating with stakeholders to align financial strategies with program goals. Additionally, the Financial Analyst ensures compliance with donor regulations and supports decision-making by delivering actionable insights through robust financial reporting and planning.

This role is integral to maintaining transparency, accountability, and operational excellence in WFP’s financial processes, enabling the organization to respond effectively to the evolving humanitarian context.

Accountabilities

Budgeting and Resource Management

  • Develop and monitor operational budgets, ensuring alignment with donor conditions and organizational policies.
  • Track funding forecasts, adjust budgets and operational plans to meet evolving resource availability.

Financial Analysis and Reporting

  • Prepare and analyze financial reports (e.g., resource utilization, expenditure tracking) to identify trends, issues, and opportunities for optimization.
  • Ensure accuracy and compliance in financial data recorded in WFP’s systems (e.g., SAP).

Data Management and Systems Oversight

  • Manage data reconciliation across platforms, resolve anomalies, and maintain data integrity across WFP systems.
  • Implement best practices in financial data management, ensuring consistency across units.

Invoice Processing and Expenditure Planning

  • Record, verify, and process invoices, ensuring compliance with donor and organizational requirements.
  • Prepare periodic expenditure plans, closely monitoring cash flows to maintain alignment with budgetary constraints.

Stakeholder Collaboration and Communication

  • Coordinate with internal and external stakeholders to ensure synchronized reporting and resource planning.
  • Act as a focal point for financial queries, facilitating seamless communication between cash teams and cross-functional units.

Compliance and Operational Excellence

  • Ensure all activities comply with WFP and donor regulations, including timely expenditure monitoring to prevent lapses in funding utilization.
  • Conduct periodic reviews and audits to maintain high standards of accountability and operational performance.

Standard Operating Procedures (SOPs) and Optimization

  • Periodically review and enhance SOPs to incorporate lessons learned and emerging best practices.
  • Identify and implement process improvements to optimize operations, enhancing both efficiency and accountability.

Capacity Building and Knowledge Sharing

  • Provide technical training and guidance to WFP staff and cooperating partners.
  • Promote the adoption of best practices and foster knowledge sharing to enhance the accuracy and efficiency of operations.

General Support

  • Support with any other relevant tasks or duties as required, contributing to the overall success of WFP’s operations and the achievement of objectives.

Skills

  • Financial analysis, budgeting, and expenditure monitoring to ensure accurate and efficient resource management.
  • Advanced knowledge of Excel; familiarity with SAP, SQL, or Tableau is an asset.
  • Strong ability to synthesize data from multiple sources, identify patterns, and resolve financial anomalies effectively.
  • Working with cross-functional teams and external partners, maintaining efficiency and clarity in high-pressure environments.
  • Detail-oriented with excellent multitasking capabilities to manage priorities and meet deadlines.
  • Strong interpersonal skills with the capacity for independent decision-making and adaptability to dynamic and evolving situations.

Education

Secondary school certificate plus a post-secondary certificate in a related field (e.g., Accounting, Computer Science, Finance).

Experience

  • At least six years of post-secondary professional experience in accounting, finance, or a related field;
  • Or three years of related post-graduate professional experience plus a Bachelor’s degree;
  • Or two years of related post-graduate professional experience plus a Master’s degree.

Languages

  • Fluency in English and Ukrainian required.
