The USAID Rehab4U project is seeking experienced professionals to join our multidisciplinary team focused on reforming the Medical and Social Expert Commission (MSEC) system in a variety of key roles.
Project Overview:
USAID Rehab4U is a multi-year initiative aimed at developing sustainable, integrated rehabilitation services within Ukraine's healthcare system. The project is implemented in partnership with international and national organizations, including Deloitte, Results for Development (R4D), Project HOPE, and the National Assembly of People with Disabilities of Ukraine (NAPD). Our activities cover a wide range of objectives, including strengthening leadership and governance, increasing access to rehabilitation services, and promoting the inclusion of persons with disabilities in economic recovery.
Objective:
The main objective of the project is to strengthen Ukraine's capacity to provide sustainable, high-quality rehabilitation services, ensuring that those in need, including persons with disabilities and civilian victims of war, can access the care and support they require. The project will focus on the development of national strategies, regional action plans, and pilot models of service delivery, aiming to improve coordination, resource allocation, and the overall effectiveness of the rehabilitation sector.

Job Title: Head of MSEK Reform
Position Summary
The Head of MSEK Reform will provide strategic leadership and oversight for the comprehensive reform of the Medical and Social Expert Commission (MSEK) system. They will manage a multidisciplinary team and collaborate with external stakeholders to design and implement a new disability assessment system aligned with international best practices.
Specific Tasks:
- Strategic Planning & Implementation:
- Develop a comprehensive reform strategy and implementation plan
- Set clear project goals, objectives, and performance indicators
- Ensure alignment with national policies and international standards
- Monitor progress and make necessary adjustments
- Team Leadership & Management:
- Lead and inspire a team of experts (BA, lawyer, disability and medical-social expertise, financial analytics)
- Foster a collaborative and results-oriented team culture
- Conduct regular performance reviews and provide feedback
- Facilitate capacity building and professional development
- Stakeholder Engagement & Communication:
- Build and maintain strong relationships with key stakeholders (government agencies, NGOs, international organizations, healthcare professionals, people with disabilities)
- Advocate for the reform initiative and secure buy-in
- Facilitate effective communication and knowledge exchange
- Represent the project at relevant meetings and events
- Financial & Resource Management:
- Oversee project budget and resource allocation

Minimum Requirements
- Education:
- Master’s degree or equivalent in public health, healthcare management, public administration, or a related field
- Experience:
- At least 7 years of progressively responsible experience in healthcare reform or a related field
- Demonstrated experience in leading complex projects and managing multidisciplinary teams
- Proven track record in policy development and advocacy
- Strong understanding of disability rights and inclusion
- Skills and Abilities:

Job Title: Project Manager
Position Summary
The Project Manager will lead and manage a team of experts (BA, Lawyer, Financial Analyst) and external organizations to coordinate the development and implementation of a new disability assessment system in Ukraine.
Specific Tasks
- Team Coordination and Engagement
- Conduct regular team meetings to ensure alignment, address any challenges, and maintain project momentum.
- Track project progress, ensuring tasks are completed on time and to the required standards.
- Conduct project meetings with the Project Lead to provide updates on the project's status and receive new tasks.
- Proactively identify and analyze risks and deadlines, implementing strategies to mitigate potential challenges.
- Support the development and dissemination of reports, success stories, and communication materials that effectively highlight project achievements.
- Contribute to the development and implementation of a robust monitoring and evaluation framework to track project progress and assess its impact.
- Represent the project at relevant meetings, conferences, and workshops, showcasing its progress and impact.
- Perform any other tasks assigned by the supervisor or project lead that align with the overall goals and objectives of the project.
Minimum Requirements
- Education:
- Degree in Economics, Finance, or Healthcare Management.
- Experience:
- A minimum of 5 years of progressively responsible experience in project management, with preference given to those with experience in healthcare projects at the regional or state level.
- Demonstrated experience collaborating with government agencies, NGOs, and international organizations.
- A proven track record of successful project planning and managing complex teams.
- A strong understanding of the Ukrainian healthcare system and the specific challenges faced by individuals with disabilities.
- Knowledge of the ICF (International Classification of Functioning, Disability, and Health) system would be considered a significant advantage.
- Skills and Abilities:
- Exceptional project management, coordination, and communication skills.

Position Summary
The Business Analyst will work as an integral part of the project team, focusing on analyzing the existing disability assessment process and associated social and other services. They will play a key role in modeling process changes to improve efficiency and effectiveness.
Specific Tasks:
- Analyze and create BPMN (Business Process Model and Notation) diagrams of the current disability assessment processes.
- Conduct interviews with process stakeholders to gather in-depth insights and understanding.
- Engage with stakeholders to discuss proposed changes and gather feedback.
- Actively participate in process redesign efforts, contributing expertise and insights.
- Design new process BPMN diagrams that reflect the proposed changes.
- Participate in discussions around the potential for digitalization of processes, exploring opportunities for innovation and improvement.
- Conduct project meetings with the project lead to provide regular updates on progress and receive new tasks.
- Proactively identify and analyze risks and deadlines, contributing to risk mitigation strategies.
- Perform any other tasks assigned by the supervisor or project lead that align with the project's overall goals and objectives.
Minimum Requirements

- Experience:
- A minimum of 3 years of progressively responsible experience in project management or business analysis, ideally within healthcare projects at the regional or state level.

- Extensive knowledge and experience in research, open data, or data analytics, supported by samples of personal publications, articles, reports, analyses, or presentations (at least 2 samples provided).
- Proficiency in BPMN.

- Knowledge of the ICF system would be advantageous.

Position Summary
The Lawyer will play a crucial role within the project team, conducting a comprehensive analysis of the legal framework governing the current disability assessment and subsequent services. They will also contribute to the design of a new legal framework and actively support the process of reorganizing state institutions to align with this new model.
Specific Tasks
- Thoroughly analyze the existing legal framework pertaining to disability assessment and associated services.
- Evaluate the proposed new model of disability assessment, providing insightful legal comments and recommendations.
- Develop a comprehensive new legal framework, encompassing laws, decrees, acts, and other relevant legal instruments.
- Design a transition period model, offering legal support during the system reorganization process.
- Represent the project at pertinent meetings, conferences, and workshops.
- Perform any other tasks assigned by the supervisor or project lead that contribute to the overall project goals and objectives.
Minimum Requirements
Education
- Master’s degree or equivalent in law, public administration, public policy, or a related field.
Experience
- At least 3 years of experience in public policy analysis, social policy/social services, and legislative work.
- At least 1 year of proven experience collaborating with the Government of Ukraine (GoU) and international donor programs, as demonstrated in your CV.
- Expertise in legal drafting is highly desirable.
- A strong understanding of the Ukrainian healthcare system and the challenges faced by people with disabilities.
- Familiarity with the ICF system is an advantage.

Position Summary
The Financial Analyst will be an integral part of a multidisciplinary team focused on reforming the medical and social expert commission (MSEC) system. They will be responsible for analyzing the current budget for disability assessment and associated services, collaborating with stakeholders to design and calculate a new budget, and supporting the budgeting process for the new model.
Specific Tasks
- Analyze the current budget for disability assessment and related services.
- Contribute to the calculation of expenses for the new model.
- Collaborate with the Lawyer to develop a new budgeting program.
- Develop a budgeting model for the transition period, supporting the system's reorganization.
- Represent the project at relevant meetings, conferences, and workshops.
- Perform other tasks assigned by the supervisor or project lead that align with the overall project goals and objectives.
Minimum Requirements
Education
- Master’s degree or equivalent in economics, healthcare economics, public policy, or a related field.
Experience
- At least 2 years of experience in budgeting for government programs.
- At least 1 year of experience cooperating with the Government of Ukraine (GoU) and international donor programs, as demonstrated in your CV.
- A strong understanding of the Ukrainian healthcare system and the challenges faced by people with disabilities.
