The Security & Access Manager will support and assist the programme in implementing NPA’s global security framework in Ukraine as well as maintaining country specific security management and labour safety systems and providing up to date security analysis and risk assessments. 

The Security & Access Manager formally reports to the Country Director Ukraine while closely working with the senior management team in country as well as NPA’s Head Office (HO) Security Team.

The Security & Access Manager will establish and maintain close contacts with all relevant stakeholders to develop a network and build relationships with key actors to ensure that reliable security information is gathered and NPA is well linked with interagency security coordination mechanisms in Ukraine.  

Specific duties and responsibilities:

  • Establish and implement country specific security management procedures in accordance with the NPA global security framework for NPA Ukraine.
  • Review country specific security management procedures on a regular basis. 
  • Monitor adherence to programme security management procedures.
  • Conduct security risk assessments to ensure implementation of appropriate security management procedures.
  • Ensure compliance with National and other relevant Labour safety regulations, organise, and conduct necessary trainings for employees.
  • Develop and implement Labour safety policies and guidelines.
  • Undertaking Labour safety related inspections and investigations. 
  • Conduct regular visits to NPA field offices and field locations to assess security and safety conditions. 
  • Building security awareness and conduct security training for programme staff in accordance with the NPA global security training requirements.
  • Liaise with external providers regarding security support and training if needed. 
  • Ensure that NPA is well connected and part of all relevant interagency and security coordination mechanisms in Ukraine. Attend INGO and other interagency security coordination meetings. Liaise with UN and interagency security personnel on matters relevant for NPA in Ukraine.
  • Conduct analysis of the context and developments in relation to the security situation, including ongoing risk assessments. In particular, joint risk assessments of new areas of operations with operations and programme staff members.
  • Advise the Country Director, DMAD and DHC Programme Managers and in-country Management Team on security related issues.
  • Provide security briefings and updates to NPA HO, programme staff and visitors.
  • Liaise with national law enforcement agencies, where appropriate, on local permits and protocols impacting INGO operations and security. 
  • Implement and maintain the NPA incident reporting system in line with HO requirements.
  • Analyse security incident reports (trends, threats) (internal and external) NPA Ukraine Management Team with briefs and updates on a regular basis/as necessary.
  • Conduct regular and ad-hoc security assessment missions as necessary, to gather information and to analyse the overall security situation in the existing and potential areas of programming.
  • Monitor and ensure that all security equipment is in good working condition, well maintained and accounted for.
  • Ensure that the supporting departments (Finance, HR, Administration, Information Management and Logistics) have appropriate systems in place to facilitate good security management.
  • Manage, advise, and support any local Security Officers and Security Focal Points.
  • Contribute to the development of an inclusive security culture in the programme.

Required qualifications: 

Must have: 

  • Relevant higher education and/or relevant military background.
  • Written and verbal proficiency in English.
  • Ukrainian and/or Russian as native language. 
  • Must be able to demonstrate strong writing, reporting, and situational analysis skills.
  • Excellent IT and computer literacy skills.

Experience:

Must have:

  • At least 2 years of professional experience in security assessment, planning and implementation of procedures in conflict affected areas.
  • Proven negotiation skills (internal and external) in complex and stressful circumstances.
  • Proven professional experience with INGOs and/or the UN.
  • Proven experience of delivering field-based training.
  • Strong analytical skills.
  • Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
  • Ability and willingness to train programme partners; proven training leadership required.
  • Excellent knowledge and understanding of cultural and political contexts of Ukraine.
  • Valid driving license type B

 Desirable:

  • Strong understanding and knowledge of humanitarian principles and its practical application.

Other qualifications:

  • Strong planning, organisational and negotiation skills.
  • A sound result- and solution-oriented character and mindset.
