Duties:

The position advises post’s International Narcotics and Law Enforcement (INL) officers on design, development, monitoring, and evaluation (DME) plans for projects to include: criminal justice and law enforcement programs. S/he manages, captures, updates, analyzes, assesses, and reports on performance data to advise on current project effectiveness and impact. Participates in INL’s Washington-based DME network to ensure the application of the bureau-wide standards for all INL-projects at post. Major duties include but not limited to: 1. project design and M&E plan development (20%), 2. data collection and management (40%), 3. data analysis and visual storytelling (20%) and 4. data driven learning (20%).

Requirements:

Experience:

You must have at least five years of experience working on projects and programs. This experience should include developing evaluations and statistical analyses for programs, creating indicators to measure the impact of programs, reporting on the performance of programs, creating designs for programs and policies, collecting and analyzing data, managing impact evaluations and knowledge management. You must have experience working with international development organizations, government institutions, donor organizations, or diplomatic missions.

Education:

Master’s degree from an accredited college or university in Design, Monitoring, and Evaluation; Development Studies; Statistics, Management Information Systems, Political Science; or Economics is required.

Language: Fluent English* (speaking/writing/reading) is required.

Fluent Ukrainian (speaking/writing/reading) is required.

Skills And Abilities: Must have strong communication and interpersonal skills, ability to work under pressure and produce high-quality results. Excellent command of MS Outlook, Word, Excel, PowerPoint, Access. Must be able to draft professionally prepared briefing documents, including technical reports based on data and analysis, project status reports. The position requires skills in teamwork, adaptability, attention to detail, and being able to follow guidance and procedures.

Job Knowledge: Should understand how to evaluate projects/programs and how to analyze data; need to know how to do assessments, surveys, interviews, and focus groups and how to assess progress and impact. Need to know how to validate data, collect data and how to control data quality. Should know how to do qualitative and quantitative statistical sampling techniques and information analysis techniques and tools. You must be able to design and implement program and project assessments, develop analytical reports, and conduct survey/field research. Must also have advanced skills in using at least one data analysis and visualization tool, such as Excel, Power BI, Tableau, Stata, R, or Python.
