The Junior Programme Officer (JPO) supports the programme’s Partnerships Department in producing proposals, reports and donor-facing communications materials. The JPO also engages with external stakeholders, donors and partners as required. The position is based in Brovary but includes travel to other parts of Ukraine.

- Carry out any other duties as directed to meet programme standards and operational requirements, including HALO’s health and safety procedures.
Tasks and Responsibilities
- Support in the production of reports for donors, including the collection of case studies and the presentation and interpretation of quantitative data to present HALO’s progress in line with donor requirements.
- Support in the writing of concept notes, proposals and tenders to donors to pursue additional funding for new or continuing projects.
- Coordinate with relevant departments to ensure project delivery and contractual compliance, including Finance, Support Services and Operations.
- Respond to internal and external stakeholder information requests.
- Assist with hosting visitors to the programme at its Brovary HQ and various operational locations.
- Assist with the programme’s external and internal communications, including the monthly sitrep.
- Attend internal and external meetings and events when requested and report key findings to the department/programme.
- Coordinate with both programme and HQ staff to ensure the successful delivery of project activities and the production of proposals, reports and other deliverables. Within the Ukraine programme, this includes: Partnerships, Operations, Communications, Support Services, the Chief of Staff and the Programme Manager. Key HQ points of contact include members of the HQ Strategy and the Programmes Group and HQ Communications.
- On a more limited basis, communicate in a professional manner with external stakeholders, including external visitors to the programme. These include but are not limited to embassies, visiting delegations and members of the press.
- Travel as required to fulfil the above duties.
- Prior experience in proposal development, grant management, MEAL, and/or communications.
- Knowledge of the humanitarian mine action (HMA) sector and/or humanitarian assistance in Ukraine and the humanitarian-development-peacebuilding nexus more broadly.
- Proficiency in other languages.
- Prior experience in cross-cultural communication and working within a diverse, international organisation.
- Knowledge of other relevant software, e.g., PowerBI, ArcGIS or photo and video editing tools.

- Official employment.
- Working hours: 08:00—17:00, one-hour lunchbreak (40 working hours per week)

- 24 days of annual leave.
