Polish Humanitarian Action (PAH) is looking for a Shelter NFI Coordinator to set and implement the strategic direction and objectives of PAH’s Shelter and Non-Food Items program and to oversee the program’s implementation in conflict-affected areas of Ukraine.

PAH provides assistance to internally displaced people and the elderly and single mothers, working in the sectors of Protection/Advocacy, WASH, Food Security/MCPA, Shelter/NFI and MHPSS. PAH Ukraine is rapidly expanding its operations in response to the armed conflict and seeks dynamic candidates comfortable with a fast-changing environment who are eager to scale operations quickly.

Key Duties and Responsibilities

  • Coordinate Shelter/NFI needs assessment in multiple regions in Ukraine and design the SNFI program strategy and plan
  • Supervise the team of SNFI Officers in various locations across Ukraine; this includes conducting recruitment and onboarding of SNFI team members, providing technical guidance as needed, supporting staff capacity building as needed
  • Manage and oversee the development, implementation, quality, reporting and monitoring (in cooperation with MEAL team) of the Shelter/NFI projects in Ukraine
  • Liaise with external stakeholders (partners, donors, and local authorities) and represent PAH in the relevant working groups & coordination meetings
  • Ensure proper monitoring of implementation through regular field visits and ensure appropriate monitoring, evaluation and learning systems are in place and identify lessons learned for future programming
  •  (in cooperation with MEAL team)
  • Prepare regular work plans in line with the implementation plan and ensure timely implementation of activities 
  • Provide input into, oversee, and monitor budget and expenditure, analyze budget versus actual and assess discrepancies with regard to Shelter/NFI
  • Liaise on a regular basis with operations team (finance, accounting, HR, logistics) to guarantee the smooth running of program and contribute where needed (e.g., hiring, overseeing preparation of purchase request forms, participation in tender process etc.)
  • Conduct regular programme review sessions as per PAH PCM guidelines to constantly improve programme quality
  • Coordinating and monitoring actions of the subcontracted parties participating in the project- liaising with any emerging subcontractor: construction companies, artists/designers, suppliers (together with Log Department),
  • Overseeing proper utilization of the material resources in the project; overseeing the optimization of expenditures
  • Adjusting the tools for SNFI activities in Ukraine context - forms, manuals, guidelines, manuals, procedures etc.,
  • Reviewing and preparing intervention and relevant donor reports, including reporting through programme tracking tool
  • Cultivate new relationships and build strong partnerships with local stakeholders including government and non-government organizations
  • Support grant applications and proposal development 
  • Coach team members, helping them set and achieve goals and develop the skills they need for optimal results
  • Identify the team’s strengths and weaknesses and manage the team accordingly, balancing the need for expedient implementation in a crisis with individual team members’ long-term development goals and motivation
  • Establish team-wide goals, monitor progress, and provide feedback as needed

The successful candidate will be selected based on the qualification requirements described below:

  • At least 2 years experience leading teams in the areas of Shelter/NFI or construction or any other relevant area with a preference for experience working in a developing country or conflict area
  • Familiar with the humanitarian sector, including donors and the technical aspects of Shelter/NFI
  • Experience managing budgets and sensitive information
  • Experience mobilizing communities and interacting with local partners and authorities
  • Good understanding of the project cycle – including needs assessment and planning, project implementation, and monitoring, evaluation, accountability and learning (MEAL)
  • Analytic and computer skills including MS Office Suite and Teams, Google Workspace, and ability to quickly get up to speed on using other software programs as needed (kobo, etc.)
  • A positive attitude and willingness to work with and influence colleagues and partners in order to achieve project goals
  • Excellent team leadership, management, and interpersonal skills 
  • Ability to communicate clearly (verbal and written)
  • Advanced or working knowledge of English,Ukrainian or Russian (even limited) a plus
  • Bachelor’s degree in civil engineering, architecture or build-environment related fields preferred
  • Willingness and ability to travel to different field locations within Ukraine depending on the conflict and the security situation up to 50% of the time
  • Willingness to work within conflict-affected environment, within parameters set by mission security team
