Finance Supervisor

Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right.  Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine.  MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases.  One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.

General objective of the position:

 Manages the day-to-day MdM-accountancy and financial processes implementation at Country Office and base levels (Kyiv, Chernihiv & Chernivtsi). Also, with support of Finance Expert, ensures preparation and delivery of monthly accounting (SAGA and conversion to UNIT4 file) for timely submission to HQ in accordance with MdM internal guidelines, Ukrainian standards and donors regulations.

General scope of the position:

 Cashflow Management and Monthly Accountancy 

• Weekly verification of accountancy in MDM accountancy of ALL Mission expenses through the MDM accountancy's software in accordance with internal policy.
• Collaborate with Finance Expert on Monthly accounting cycle and deputize him/her when required.
• Follow-up on Subgrant reporting and provide support to Field base officers where needed.
• Support in preparation of BFU and conducting monthly meetings, track expenses and reconcile with monthly SAGA / UNIT 4 reports.
• In liaison with Logistics, ensure all payment support documents are provided, complete and fully approved.
• Ensure proper and complete archiving of financial documents. 
• Support ALL Mission Cash forecasts tabulations in collaboration with Finance officers/ Assistant in other bases and manage cash flow processes and funds transfer.
• Follow-up with Accountant on all documents related to taxation in Ukraine, with the right forms and deadlines. 
• Supervise the Finance Team in the verification of reports according to Ukrainian legislation related to salary and suppliers. 

• Verification of monthly payroll, payroll processing and remittance of legal contributions to the relevant authorities (when required).
• Verification of payment documents for ALL mission.

• Supervise the Finance Team, provide professional coaching if necessary.    

 Financial Management & Audit

• Support in preparation for all internal and external audits.
• Updating the forecast of expenses for ALL Bases of the Mission and monitor the expenses vs. the budget and highlight deviations when necessary.
• In case of need, support the Finance Expert & Finance Coordinator in the preparation of financial reports and budgets.
• Responsible for coding MRs as per forecast, ensuring that the donor and financial information corresponds to the budget and mission allocation board.

Legal and administrative management

• Creation of Mission requests for any purchases related to finance department work in the absence of Financial Officer or Accountant.
• Processing and managing of security envelopes for individual Expats and base level in absence of Accountant.
• Consolidation and archiving of all necessary documents for accountancy in accordance with MdM procedures.
• Any other assigned tasks within the Finance department when needed.

Educational background

University degree in finance, economics, administration, business, or a related field from an accredited academic institution.

Professional experience

Four years progressive experience in administration and/or finance/ Accounting department 

Technical experience

Experience in C1, Saga, Agresso/ Unit 4, creating orders under Ukrainian law 

Personal skills

• Excellent skills in communication.
• Familiarity with INGO’s and Visa’s requirement  
• Familiarity with archiving.
• Adopt to fast environment, and quick learner.
• Team player with a great stress management self-coping mechanism 
• Attentive to details 
• Able to work under pressure 

Humanitarian experience

2 years of relevant professional experience in INGOs preferred.

Languages

English, Ukrainian

Computer skills

MS Office environment with advanced EXCEL skills
