Job Title: Monitoring and Evaluation Officer (MEAL)

HelpAge International (HAI) has been present in Ukraine since 2014 with a total workforce of +250 people including staff and volunteers/contractors. As one of the few INGOs with an operational presence in Ukraine, we were able to respond quickly to the current Ukraine crisis with initial life-saving activities in the Donetsk and Luhansk Regions and are scaling up assistance in the Central and Western Regions of Ukraine. Our response plan includes cash assistance, food distributions, NFI distribution/ health and dignity kits, WASH, Protection and Mental Health and Psychosocial First Aid.
Role
The Monitoring and Evaluation Officer will play a pivotal role in ensuring high-quality Monitoring, Evaluation, Accountability, and Learning (MEAL) for HelpAge-funded projects in Eastern Ukraine. Based in Dnipro, this role requires close collaboration with programme staff, partners, and stakeholders to evaluate, enhance, and document the impact of HelpAge’s humanitarian efforts. Regular travel to project sites across Eastern Ukraine is essential for this position.
As a key member of a committed and dynamic team, the Monitoring and Evaluation Officer will focus on strengthening MEAL systems and practices to improve project outcomes, promote accountability, and drive evidence-based decision-making. The role also involves building the capacity of HelpAge staff and partners and contributing to innovative approaches that enhance the quality and accuracy of MEAL activities.
Key Responsibilities
- Monitoring Systems: Establish and maintain effective monitoring systems for HelpAge-funded projects, including conducting in-person site visits and supporting staff-led monitoring activities.
- Evaluations: Conduct rigorous final or midline evaluations using mixed methods (quantitative and qualitative) to measure project impact and effectiveness. Share findings through detailed reports and presentations.
- Lessons Learned: Plan and lead collaborative lessons-learned workshops to capture and disseminate best practices and insights to stakeholders and decision-makers.
- Proposal Development: Collaborate with programme teams to design robust monitoring and evaluation frameworks for proposals, ensuring the use of SMART indicators.
- Complaints and Feedback Systems: Support the implementation of accessible and transparent Complaints and Feedback Systems. Assist in addressing serious complaints, including participating in investigations as required.
- Capacity Building: Provide targeted training and technical support to HelpAge and partner staff to strengthen their monitoring and evaluation capabilities.
- Research: Support research initiatives, including the collection and analysis of primary data (e.g., surveys, focus group discussions, and key informant interviews).
- Additional Tasks: Perform other responsibilities as assigned by the MEAL Manager to support the overall goals of the organization.

HelpAge is looking for an enthusiastic person to join the Monitoring, Evaluation and Learning team. It is critical the candidate has an ability to problem solve and work independently, as they will be managed remotely.
Essential Technical skills
- 1-2 years of experience in monitoring and evaluation or a related field.
- Proficiency in Microsoft Excel and other Office tools.
- Strong writing and presentation skills.
- Fluency in Ukrainian.

Desirable skills
- Experience of working in a humanitarian or development organization.
- Experience conducting surveys and other quantitative research.
- Experience with digital data collection tools (e.g., Kobo Toolbox, ODK, Microsoft Forms).
- Experience in data analysis (e.g., Excel, Stata, SPSS) and visualization tools (e.g., Power BI).
- Experience implementing qualitative research such as focus group discussions.
- Experience organizing and facilitating lessons-learned workshops.
- Experience delivering training and building capacity.
- Intermediate or higher English proficiency (speaking, reading, and writing).
- A university degree.
