Johanniter International Assistance is a global INGO with operations in multiple countries, and expertise in the field of medical, health, livelihoods and emergency programming. Johanniter has been active in Ukraine since Russia started the full-scale war on 24 February 2022. We have since been implementing more than ten humanitarian projects through several local partners with coordination from HQ.

Job Description

Johanniter International Assistance (JIA) has been active in Ukraine for several years up to 2016 and has again resumed activities at a larger scale in February 2022 with the beginning of the full-scale war of the Russian Federation against Ukraine. JIA is implementing its humanitarian programme in Ukraine and the Republic of Moldova with several local partner organisations, mainly supporting vulnerable populations in frontline areas and IDPs with a focus on women and children. Current activities include food and voucher assistance, winterization, MHPSS, shelter repairs and rehabilitation of WASH infrastructure.

The person reports to: Logistics Coordinator (1 st level), Head of Mission (Next level).

Key Responsibilities

Strategy and Vision 

  • Actively supports the values of Johanniter and thus shapes the work accordingly

Safety and Security Management

  • Provides daily analysis of the developments in the area of operation and translates these into recommendations for improvements in security policies, and procedures.

  • Provides technical advice on safety and security-related challenges to the HoM and all staff in the area of operation.

  • Collects, and analyses security incidents and trends, and advises staff on security implications.

  • Develops and maintains a local incident database and a security road map.

  • Actively contributes to the development of the Country Security Plan and relevant security SOPs, ensures compliance to JIA safety and security standards, and monitors adherence by all staff and visitors.

  • Manages the implementation of applied safety and security measures in close exchange with the HoM and the Logistics Coordinator.

  • Provides security-related training and briefings to all team members and visitors as applicable.

  • Ensures the availability and functionality of emergency communications equipment at all times in close exchange with the HoM and the Logistics Coordinator.

  • Ensures resources and facilities are ready at all times for hibernation, relocation or evacuation of country office staff.

  • If required, works weekend duties / out-of-hours work and participates in local fact-finding missions.

Representation

  • Represents Johanniter International Assistance in a positive and professional manner contributing to the continuation of a positive image and overall credibility of the organisation.

  • Proactively engages with line managers in areas where there are needs for improvement as well as to ensure good coordination and adequate information sharing, address common concerns/problems and seek solutions.

Communication, Liaison, and Networking

  • Together with the Head of Mission, maintains regular contact with relevant networks and security stakeholders (INSO etc.).

  • Ensures regular communication on security issues, contributing to an ongoing awareness of the security agenda at all levels of the country office.

  • Maintains regular exchange for updates and coordination of security related issues with partner organisations.

Person Specification

Professional Qualification and Experience

  • Bachelor’s degree in International Relations, Political Science, International Development, Anthropology, Law, Sociology or equivalent in experience

  • Formal security qualification or advanced security management training is an advantage

  • 2 years’ experience in safety and security with a humanitarian or development non-governmental organisation, ideally at HQ and field level

  • Experience in security management in high-risk and conflict settings is desired

  • Experience in security risk management standards, conducting security assessments, and implementing security management systems and protocols

  • Experience in providing training for non-security staff is an advantage

  • The ability to respond positively to challenges and to find creative and innovative solutions to problems

Skills

  • Proactive and anticipative working style; effective in dealing with ambivalent situations

  • Highly developed interpersonal and communication skills including diplomacy, negotiation, and the ability to work with staff from diverse backgrounds and cultures

  • Excellent planning, coordination, and reporting skills

  • Excellent team player

  • Ability to deal with conflicts, manage resistance, being able to remain focused, cope with frustrations and work with a minimum of supervision

  • Willingness to travel inside the project country, even under difficult security conditions

  • Willingness to work irregular hours, work on weekends

  • Fluency in English and Ukrainian is a must

  • Working knowledge of GIS applications and general IT-literacy.

Availability 

Incorporation date: ASAP.

9 months renewable.
