Job title and organization 

  • Position: Protection Specialist 

  • Location: Poltava, Ukraine 

  • Organization: AVSI Foundation 

  • Working Hours: 40 hours per week (full-time)

  • Contract Duration: Six months, with the possibility of renewal based on performance and funding availability.

Objectives of the Position 

The Protection Specialist will be responsible for managing both the Child Protection and General Protection components within AVSI Foundation's projects in Ukraine. The Protection Specialist will ensure that all protection-related activities are carried out in compliance with national and international protection principles, focusing on the safeguarding and well-being of vulnerable children and broader populations affected by the crisis. The role involves developing, implementing, and monitoring protection strategies, providing technical support to staff, and ensuring adherence to AVSI’s protection standards and frameworks. 

Key Responsibilities: 

1. Child Protection Case Management: 

   - Manage Child Protection Case Management activities through the online platform CPIMS+. 

   - Collaborate closely with CP Cluster representatives to ensure effective use of the platform and successful case management outcomes. 

   - Maintain daily communication with psychologists to assess cases, create individualized case management plans, and ensure timely case closures through the CPIMS+ platform. 

   - Regularly review and monitor the performance of psychologists/social workers, ensuring that case management indicators are met and identifying areas for improvement. 

2. Coordination with Partner Organizations: 

   - Maintain regular communication with coordinators from partner organizations to discuss program activities, resolve issues, and ensure the smooth implementation of protection projects. 

3. PMT Survey Monitoring: 

   - Lead and monitor the implementation of the Post-Monitoring tool (PMT) survey across the centers on a monthly basis, ensuring the collection of accurate and timely data for program evaluation. 

4. Distribution of Assistance Items: 

   - Organize and coordinate the distribution of assistive devices, winterization kits, and other essential items to affected populations. 

   - Collect and manage data related to distribution activities, ensuring accountability and transparency. 

5. Participation in Cluster Meetings: 

   - Attend and actively participate in relevant Cluster meetings on General Protection, Child Protection, and occasionally Education, representing the interests and objectives of AVSI Foundation. 

6. Cash Assistance (MPCA) Management: 

   - Oversee and organize the process of Multipurpose Cash Assistance (MPCA) activities, as required by project needs. 

   - Utilize the REDROSE system and banking systems to facilitate cash distribution, ensuring compliance with internal guidelines and external regulations. 

7. Reporting on Achievements: 

 - Regularly report on achievements in both General Protection and Child Protection components through the ActivityInfo platform, ensuring accurate and timely submission of data related to project outcomes and performance. 

8. PSEAH Focal Point: 

- Serve as the Focal Point for PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment). 

- Conduct training and awareness-raising sessions for personnel and other stakeholders on PSEAH standards and protocols. 

 - Receive and manage reports of Sexual Exploitation and Abuse (SEA) allegations, ensuring appropriate assistance and referral mechanisms are in place. 

 - Coordinate responses related to SEA cases and report concerns or issues to the appropriate authorities. 

9. Other tasks related to the position of the Protection Officer. 

Qualifications: 

- Education: A higher education degree in psychology, sociology, social sciences, international relations, management, or a related field. 

- Language Skills: Proficiency in English (B1+ or higher). 

- Experience: 1-2 years of experience working in the humanitarian sector, development sector, NGOs, or similar organizations. 

- Community & Stakeholder Engagement: Experience in working with communities and relevant stakeholders on protection and PSS program implementation. 

- Communication Skills: Strong written and verbal communication skills. 

- Reporting: Ability to prepare and write comprehensive reports. 

- Teamwork: Ability to work effectively within a team. 

Self-Organization: Strong organizational skills, self-management, and attention to detail. 

- Computer Literacy: Excellent computer skills, including proficiency in Word, Excel, and use of the internet.
