Position Description

The consultant will be responsible for the development and production of explanatory video and audio advertisements aimed at informing the public about the key aspects of the Medical-Social Expert Commission (MSEC) reform, which will be implemented from January 1, 2025. The objective is to create high-quality content adapted for various platforms to enhance public awareness and foster positive perceptions of the reform.

We build and strengthen rehabilitation services within health systems through training and capacity building, policy and standards development, and supply and distribution of wheelchairs and other life-changing equipment. Key Responsibilities

Production of Explanatory Videos (Social Video Advertising)

Social Video Advertisement (up to 1 minute):

  • Format: A video adapted for broadcast across various platforms, including the National Telethon, Administrative Service Centers (CNAPs), Ukrainian Railways screens, and other public venues.
  • Style: A video featuring hero stories and key messages with high-quality visuals.
  • Language: Ukrainian.

Features:

  • Support for horizontal and vertical playback formats.
  • Focus on the key changes of the reform, emphasizing benefits and their impact on citizens' lives.
  • Involvement of experts to create a script that clearly conveys the essence of the reform.

Outcome: A ready-to-broadcast video meeting the technical requirements of the specified platforms.

1.2. Animated Video (up to 1.5 minutes):

Format: Infographics and animation to clearly explain the patient journey changes and benefits.

Features:

  • Adaptation for vertical and horizontal playback.
  • Division into segments (e.g., 30 seconds each) to create shorter formats.
  • Visualization of the reform's benefits for patients, highlighting convenience and transparency.

Outcome: A full-version animated video and 2–3 shorter video segments for versatile use.

Task 2: Production of Audio Announcements (Social Audio Advertising)

Two Audio Advertisements (up to 30 seconds each):

  • Format: Adapted for radio broadcast.
  • Technical Requirements: Compliance with the standards of broadcasting platforms.

Content:

  • Concise and clear presentation of the MSEC reform essence.
  • Focus on the key changes effective from January 1, 2025.
  • Informative, positive, and motivational delivery style

Outcome: Two professionally recorded, high-quality audio advertisements ready for broadcast on radio stations and other platforms.

  • Language: Ukrainian.
  • Candidate Requirements

Experience:

  • Proven success in projects involving the creation of video and audio content, including social advertisements.
  • Development of concepts and scripts for video and audio materials.
  • Organization and execution of shooting processes, including post-production editing.

Skills:

  • Proficiency in video and audio editing software (e.g., Adobe Premiere Pro, Final Cut Pro, Audition).
  • Knowledge of technical requirements for content broadcast across various platforms (TV, radio, social media).
  • Understanding of sound, lighting, and camera operation principles during filming.

Communication:

  • Collaboration with the communication team to align concepts and scripts.
  • Interaction with actors, voice-over artists, and other participants in the production process.
  • Ensuring the created content meets client requirements and platform-specific technical specifications.

Contract Duration

The contract is valid for two months.

Expected Results

Video Content:

  • A social video advertisement (up to 1 minute) adapted for various platforms and playback formats.
  • An animated video (up to 1.5 minutes) adapted for multiple platforms and playback formats, along with 2–3 shorter video segments.

Audio Content:

Two audio advertisements (up to 30 seconds each) that clearly explain the reform's essence and focus on the changes effective from January 1, 2025.
